Position Summary:

Berkeley Labs Office of the Chief Financial Officer (OCFO) is has an immediate opening for a Procurement Manager for Facilities Construction and Design to lead and oversee a team of Procurement professionals who negotiate, award, and manage design and construction contracts as well as real estate leasing agreements. This position will report to the Chief Procurement Officer and be filled at the I or II level, dependent on experience.

Specific Responsibilities:

*

Support Procurements vision, strategic goals and objectives.
*

Manage a team of Procurement professionals responsible for procuring design, construction, and related services.
*

Manage workflow in collaboration with other procurement managers.
*

Direct work to ensure that high value Procurement actions are given proper attention and advanced planning, including: jointly develop scope with clients to meet their business need, establish the scope, schedule and may have budget responsibilities for the particular. procurement, issue solicitations, facilitate solicitation team, evaluate awards, negotiate and drive legal review of proposed awards, manage performance.
*

Maintain effective working relationships with the Department of Energy (DOE) and the University officials that are responsible for reviewing and approving these arrangements.
*

Serve as a primary Procurement point of contact and liaison to work with clients to assure adherence to budgets, schedules, work plans and performance requirements.
*

Apply relevant wage and labor laws to suppliers performance as it pertains to the Davis-Bacon Act (and related construction labor laws) as well as the the Service Contract Act.
*

Negotiate and manage contracts from inception to completion.
*

Analyze problems, research regulations and protocols in order to resolve contractual issues or provide recommendations to the Chief Procurement Officer.
*

Approve award recommendations in applicable cases and ensure that the resulting contract is proper as to form and content as well as secure any special approvals and receive concurrence of the client.
*

Review and approve any Procurement actions exceeding team members signature authority to ensure that all contract obligations have been fulfilled and requirements met.
*

Manage and drive key performance Indicators (cost savings, cycle time, small business awards, quality, competitive awards).
*

Provide procurement advice and guidance to scientific and operational divisions by understanding customers business needs, and serve as a primary Procurement point of contact and liaison.
*

Ensure awards comply with: Berkeley Labs Prime Contract between the U.S. Department of Energy (DOE) and Regents of the University of California (University), the Federal Acquisition Regulation (FAR), the U.S. Department of Energy Acquisition Regulation (DEAR), generally accepted business practices, and the University Laboratory Procurement Policy and Standard Practices (SP) Manual.

In addition the the above, Specific Responsibilities - Manager II:

*

Collaborate with other senior managers to establish strategic plans and objectives.
*

Influence the improvement of the current subcontracting activity so that the output is consistent horizontally across all procurement subcontracting groups.
*

Plan, direct and participate in a wide range of highly complex, high impact institutional analyses and problem resolution initiatives utilizing a comprehensive knowledge of Lab procurement practices and organizational objectives so that resulting recommendations are timely and reflect appropriate operational objectives.

Required Qualifications:

*

Bachelors Degree (or equivalent experience) and minimum of 5 years of experience in a multi-divisional procurement organization or the equivalent combination of education and experience.
*

Demonstrated ability to lead a team-oriented organization and attract, retain, and develop a talented and diverse staff.
*

Demonstrated deep knowledge of procurement in facilities, construction, services, design and engineering.
*

Demonstrated experience in and knowledge of contracting including planning, solicitation, award, and administration of high-dollar value, unique, and complex subcontracts in a research and development environment.
*

Demonstrated understanding of complex procurement laws, regulations, and literature with the ability to apply them to work at the Laboratory.
*

Knowledge of applicable Federal Acquisition Regulations, Department of Energy Acquisition Regulations, the Davis-Bacon Act, and to a lesser extent the Service Contract Act.
*

Demonstrated ability to professionally and effectively interact with all levels of personnel, both internal and external to Berkeley Lab.
*

Excellent organizational, analytical, and problem solving skills with the ability to provide sound judgement, discretion and tact to drive business results.
*

Demonstrated ability to exercise independent judgment to interpret political and administrative issues and apply to appropriately address policies and procedures.
*

Demonstrated proficiency with PeopleSoft or an electronic purchasing system as well as LCPTracker labor compliance tools.
*

Demonstrated abilities in negotiation, interpersonal, oral, and written communication skills.
*

Demonstrated proficiency with Windows-based personal computer systems.
*

Proven ability to work well under pressure and successfully meet deadlines.

In addition to the above, Required Qualifications - Manager II:

*

Bachelors Degree (or equivalent experience) and minimum of 8 years of experience in a multi-divisional procurement organization or the equivalent combination of education and experience.
*

Demonstrated experience with strategic planning, development, and execution management of plans and strategies.
*

Extensive knowledge and understanding of Berkeley Lab, UC, DOE policies, procedures and operating practices.

Additional Desired Qualifications for Both Levels:

Advanced graduate degree such as MBA, MPA or CPA.
