Job Description
Cherokee Nation Red Wing is a wholly-owned subsidiary of Cherokee Nation Businesses serving the aerospace industry, military industrial complexes, NASA and the private sector. Past performance has included “Prime” and subcontracting manufacturing for the Department of Defense, Boeing, L-3, Sikorsky, Lockheed Martin and others.
The incoming Program Analyst will provide day to day support for executing contracted Foreign Military Sales (FMS) Repair and Return (R&R) requirements. This includes management and tracking of financial, logistical and other R&R data; tracking and resolution of action items; and related tasks.
Duties Include:
Receive and review Government Work Authorization (GWA) requirements for clarity, compliance, detail, completeness, and obtain additional information considered necessary to satisfy the requirement.
Conduct research for acquisition of repair services; from Government and commercial sources.
Develop Requests For Information (RFI), Requests For Quote (RFQ), and Requests For Proposal (RFP).
Perform analysis on responses to solicitations, to include price comparison, conformity to Government Work Authorization (GWA) requirement, delivery terms, payment terms, and other terms and conditions of a repair service acquisition.
Evaluate data contained in quotations/proposals/bids to determine which supplier can deliver at best possible terms with due consideration to quality, delivery time, cost and other factors.
Negotiate with suppliers to achieve the best value and maintain contact to ensure proper adherence to the terms and conditions contained in contracted Purchase Order agreements and associated terms and conditions.
Prepare estimates and proposals for the repair and return of an FMS Asset.
Develop Requisitions in final form for approval and signature and coordinate requirements of the resulting Purchase Order.
Prepare and maintain a complete FMS Asset documentation file in accordance with written guidelines and defined process to support and justify the complete repair acquisition cycle.
Resolve discrepancies between purchase orders and receipt documents and invoices.
Review and approve supplier invoices for payment.
Provide acquisition repair cycle communication to customer through data base entries and track customer allocated funding from contract execution through requirement completion.
Provide status to Management on all assigned activities and promptly advise of problems or potential problems that may impact Key Performance Indicators (KPI).
Maintain and track action items; coordinate with team members to prepare action item briefs for internal use and for customer program reviews.
Plan, organize, prioritize and perform multiple tasks to perform job functions in a timely, orderly, and efficient manner.
Requirements
Education: Bachelor’s degree or six years experience working with Federal contract acquisitions/administration will be accepted in lieu of degree.
Experience: Previous experience supporting Federal contract acquisition programs, DOD supply support activities, or Foreign Military Sales (FMS) logistics experience preferred but not required.
Security: Must possess or have the ability to obtain a secret clearance
