MU) provides leadership and direction for: Program research and documentation of requirements, program development, timelines, tools, clinical and administrative standard operating procedures deployment and the on-going management of the Medicaid and Medicare Meaningful Use Programs. Understanding data, performance, organizational coordination and leadership in education and communication to realize the benefits from the development and implementation of clinical systems and participation in the American Recovery and Reinvestment Act (ARRA). Understanding of requirements and the collection of clinical data (EHR and other clinical applications), the aggregation and reporting of that data to improve quality, the management of performance to improve quality, gainingmaintaining accreditation, and meeting MU to qualify for incentive payment programs, such as the CMS EHR Meaningful Use Program. Essential Job Duties: Directs the documentation of the specifications for the attestation requirements, as they relate to ARRA Medicaid, Medicare and the Clinical Quality metrics required to meet CMS EHR Meaningful Use measures and other selected measures as required by State EHR Medicaid Incentive Programs. Provides the definition of performance metrics, oversight of the validity, and the creation of the tools to monitor progress toward meeting MU. Collaborates with UHS resources to design and deliver reports and reporting tools for CMS Meaningful Use and UHS specific quality measures. Assesses hospital MU readiness, performance, and creation of communication tools and performance improvement strategies for helping hospitals and providers meet the MU requirements. Develops functional (user) requirements and uses cases to support the design of end user education and communication at the hospital sites. Develops collaborative leadership relationships and networks within UHS to facilitate complementary initiatives that can advance and benefit from the Meaningful Use Program and optimization of the electronic health information in support of achievement of corporate strategies. Tracks and documents healthcare policy debates, viewpoints, and legislative processesrequirements that will impact UHS ability to optimize opportunities that the clinical data and systems offer as well as the ongoing assessment and communication of the implications of these opportunities to the UHS leadership team. Facilitates the UHS change management effort through education and communication in support of the required changes in processes, culture, and governance necessary for optimization of the benefits offered by the EHR incentive programs as well as the electronic health information. Performs other duties as assignedrequired. Requirements: *Bachelors degree in nursing or related healthcare field - Masters degree preferred.
