* to create, capture and manage a variety of new and existing mission concept and technology development programs related to advanced space and cross\-domain missions in the RF and EO domains\. Programs are expected to focus on the development of advanced systems and subsystems that are scalable and applicable to satellites and constellations of satellites, including smallsats and cubesats\.The

* will be required to lead teams in the development of the technical approach as well as business strategy for R&D proposals and programs, including all aspects of create, capture and execution\. Candidates should have a strong technical background in RF and/or EO systems and technology, processors and processing technology, complex integrated systems, and familiarity with hardware and software requirements for space applications\.The candidate should also have the ability to set the technical direction of R&D programs and act as the Principal Investigator \(PI\) in some programs\. The position requires strong oral communication skills and technical writing abilities to support proposal development and briefings to Northrop Grumman senior staff members as well as government customers at various program management and leadership levels\.As a

* , the individual will direct all phases of programs from inception through completion\. He/she will be responsible for the cost, schedule, and technical performance of company programs or subsystems of major R&D type programs\.

* Other responsibilities include:

* Participate in the negotiation of contract and contract changes\
* \
* Create new innovative program concepts and develop business opportunities\
* \
* Coordinate the preparation of proposals, business plans, proposal work statements and specifications, cost estimates, and financial terms/conditions of contract\
* \
* Act as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance\
* \
* Establish the design concepts, criteria, and engineering efforts for product research, development, integration and test\
* \
* Develop new business and expand the product line with the customer\
* \
* Establish milestones and monitor adherence to master plans and schedules; identify program problems and obtain solutions, such as allocation of resources or changing contractual specifications\
* \
* Direct the work of employees assigned to the program from technical and administrative areas\
* \
* Manage a program or a function within the larger organizational unit, setting and operating to objectives and providing guidance to subordinates based on goals, objectives, and company policy\
* \
* Travel as required to support program and customer meetings\
* \
* Mentoring and developing new talentThe chosen candidate will be highly organized and self\-driven, with the ability to lead his/her team to accomplish difficult tasks\. He/she will also have excellent analytical, oral/written communication, and critical thinking skills along with the ability to function in high pressure and short\-turnaround situations\.

* Basic Qualifications:

* \- Bachelor's degree in Engineering, Science, Physics or Math plus 7 years of relevant experience\- Recent, highly relevant experience in the development of advanced sensing and/or processing systems\- Experience with DoD program management, budget and program acquisition process for advanced development products\- Demonstrated experience in creation and capture of US DoD and Intelligence Community \(IC\) programs, including proposal development\- Ability to travel 10%\- Current Secret clearance and the ability to obtain a Top Secret government security clearance, and be granted access to SCI and SAP/SAR activities; US Citizenship is required\.
