Systems Planning and Analysis, Inc., is seeking a Team Lead / Program Manager to oversee the cost, schedule, and performance of several U.S. Navy Program Executive Office (PEO) portfolios, among others, providing a foundation to consolidate and grow corporate presence across these markets. Will assist the Company s business capture cell and other managers with program development and business capture activities when needed. Qualifications: Bachelor s degree in a relevant discipline. Master s degree a plus. 10+ years of program or project management experience, to include 5+ years of direct supervisory experience. 10+ years of professional experience with Department of Defense (DoD) acquisition process, to include a functional understanding of federal government contracting processes, contract types, and cost accounting; familiarity or experience with Department of Navy (DoN) acquisition and contracting processes a plus. Established relationships, work experience/technical expertise, and recent customer affinity associated with U.S. Navy PEOs or other U.S. Navy organizations strongly desired. Superior oral, written, and communication skills, to include the ability to synthesize, summarize, and effectively present complex information and key decision options to senior leadership. Strong interpersonal skills capable of managing customer interactions, conflict management, goal setting, and coaching for professional development. Record of fostering a culture of teamwork, integrity, and excellence in a professional environment. Familiarity with business development; contracting capture, bid, and proposal processes; and skill in expand corporate market share/penetrating new markets a plus. Active DoD SECRET security clearance required; TOP SECRET a plus. Responsibilities: Monitor and review program activities, ensuring completion within scheduled time and budgets, and appropriately manage teams of contract support personnel on varying task types. Will ensure compliance with corporate program administration processes for optimum effectiveness and develop/enforce work standards; provide quality assurance; and communicate goals, objectives, and policies. In anticipating and responding to customer needs will work with the Government Program Managers and team members to proactively present solutions, providing thought leadership for customer programs to ensure future program viability. Will be responsible for deepening customer relationships; developing concept papers in response to customer discussions/problem statements; and will have overall responsibility for ensuring teams deliver task products on time, within budget, and with high quality results. Will work with senior corporate leadership to cross-utilize staff, improve teamwork, and align/unify efforts to achieve strategic objectives. Will ensure and optimize a positive working environment, train and mentor staff and motivate all team members to perform efficiency; these efforts will include the recruitment, development, and retention of highly performing operations analysts and project managers. May be asked to assist the corporate business development unit and other managers with program development/business capture activities as needed. Will report to the Vice President and Director of Corporate Development.
