JOB DESCRIPTIONThe Program Manager implements, manages and controls program directives related to the U.S. Department of Justice Information Technology Support Services contract (ITSS-5). This position utilizes a broad and deep knowledge of the IT industry while providing project team leadership necessary to meet defined project deliverables. The Program Manager ensures that all project goals and objectives are accomplished within the prescribed timeframe, budgetary parameters and to the customer's satisfaction. The Program Manager is also responsible for maintaining positive working relationships with the customer and key stakeholders.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.
Responsible for the integration of CNI Core Values into daily functions.
Serves as the official point-of-contact and liaison between contractor staff and the Government (i.e., IDIQ Contracting Officer, Contracting Officer Representative, and/or Contracting Officer Technical Representative). Provides program management guidance and expert support for the contract; ensures strict adherence to all contractual requirements.
Exercises supervisory personnel and project management responsibilities. Ensures appropriate staffing levels are maintained based on number of projects and workload requirements. Works closely with Project Managers and the CNI Recruiting Department to ensure all vacant positions are filled promptly with qualified resources.
Oversees the use of subcontractors, if applicable. Controls workshare and teaming based on subcontracting agreements, business objectives and FAR limitations on subcontracting. Works closely with project managers and project control specialists to ensure subcontractor invoices are accurate and processed in a timely manner.
Pays strong attention to cost and schedule management. Prepares periodic reports regarding status of contract schedules and budgets. Tracks monthly project financials, and uses project financial data to make informed decisions. Works with Project Managers and the CNI Accounting Department to ensure customer invoices are accurate and submitted in a timely manner.
Meets frequently with customer representative(s) to understand mission, objectives, issues and program / project requirements. Develops approaches, and facilitates solutions to meet customer needs.
Ensures all contract and task order requirements are satisfactorily met. Monitors progress of required deliverables to ensure on-time delivery and high standards of quality are met. Resolves any identified issues affecting successful project / program completion.
Creates and implements standard operating procedures for effective program / project management. Utilizes Project Management Professional (PMP) and Capability Maturity Model Integration (CMMI) processes for improved capabilities.
Mentors / coaches key staff, and serves as a technical advisor. Ensures Project Managers and other key staff possess all needed knowledge, skills and abilities to successfully perform job requirements.
Implements Earned Value Management (EVM) for tracking contract performance. Applies EVM formulas to create status reports for distribution to government and CNI oversight staff.
Adheres to industry standards in IT software / database development methodologies.
Protects federal government agency data sources in accordance with information regulations.
Functions as a proposal manager and/or writer related to IDIQ task orders and/or other solicitations.
Bachelor's degree and minimum of ten (10) years direct experience in program management, which includes at least five (5) years of project management in a federal government contract environment; or equivalent combination of education / experience. Master's degree preferred. Experience with software and hardware development methodologies, network configuration, operating systems, languages and applications preferred. Previous experience working with DOJ IT services preferred but not required.
CERTIFICATES, LICENSES, REGISTRATION
Project Management Institute (PMI) / Project Management Professional (PMP) Certification preferred
Ability to obtain government security clearance

Broad and deep working knowledge of the IT industry, especially in the areas of operating systems and equipment, network configurations, languages and applications, software and hardware development, information security / assurance and emerging technologies

Ability to implement Earned Value Management (EVM) concepts and to create related reports for use by government and company oversight staff
Ability to effectively implement PMP and CMMI (Level 2 or higher) processes
Excellent leadership, capital planning, financial management, cost control, estimating and contract negotiating skills
Ability to manage multiple services and task order projects simultaneously
Ability to make sound, well-informed and objective decisions; perceives the impact and implications of decisions
