JOB DESCRIPTIONThe Program Manager implements, manages and controls all program directives related to the U.S. Marine Corps Systems Command (MCSC) Logistics Support Services contract. This position establishes program priorities and ensures the timely accomplishment of all specified requirements. The Program Manager is responsible for all related contract personnel and provides team leadership necessary to meet defined program deliverables. The Program Manager is also responsible for maintaining positive working relationships with the customer and key stakeholders while ensuring that all program objectives are accomplished within the prescribed timeframe, budgetary parameters and to the customer's satisfaction.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Serves as a focal point, and provides program management guidance and expert support for the contract. Responsible for overall assignment of work, management of personnel, financial budgets, as well as all operations and technical aspects for the successful completion of the contract / program requirements.
Possesses and exercises general knowledge of all technical and management areas of the contract. Acts as a technical advisor, and implements processes and procedures for effective program management.
Ensures program goals and objectives are set and that all related program responsibilities / projects are assigned, completed on-time and within budget. Monitors progress, and resolves any identified issues affecting successful project / program completion.
Makes certain results are documented.
Pays strong attention to cost and schedule management. Prepares periodic reports regarding status of contract schedules and budgets.
Exercises supervisory personnel management responsibilities. Develops program management competencies through training and coaching.
Ensures responsiveness, and negotiates submitted proposals with the Contracting Officer Representative (COR).
Acts as an advisor to program areas regarding conferences, projects, deliveries and operations.
Performs a variety of complex deliveries. Effectively interfaces with senior customer officials, management and field operations.
Monitors progress, and resolves any identified issues affecting successful project / program completion.
Ensures compliance with all contractual requirements.
Serves as primary point-of-contact with government contract staff for reporting project status.
Responsible for effective communication with Contracting Officer and field operations.

Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output. Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.","EDUCATION/EXPERIENCE
Bachelor's degree preferred and a minimum of ten (10) years relevant program management experience and/or experience as a USMC Communication Maintenance Officer; or equivalent combination of education / experience. Minimum of five (5) years relevant Marine Corp Global Combat Support System (GCSS-MC) maintenance functionality experience and ten (10) years of USMC communications system maintenance management experience. Experience with USMC Secondary Repairables (SECREP), consumables and Demand Support Item Management (DSI) required. Experience with MARCORSYSCOM acquisition processes and procedures preferred.
CERTIFICATES, LICENSES, REGISTRATION
Project Management Institute (PMI) / Project Management Professional (PMP) Certification preferred
Ability to obtain DoD Security Clearance
JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES
Advanced knowledge and understanding of USMC communications systems (i.e., maintenance, accounting, usage, storage, packing/transportation, support, etc.), Life Cycle Modeling Integrator (LCMI) applications, and USMC electronic technical publications library
Operational knowledge and understanding of Marine Corp Global Combat Support System (GCSS-MC) with ability to read and comprehend related maintenance reports
Knowledge and understanding of Marine Corps Readiness Reportable Ground Equipment / Marine Corps Automated Readiness Evaluation System (MARES), and Software and Systems Development Lifecycle (SDLC)
GCSS proficiency and ability to read reports relating to maintenance (i.e., Master Data Repository, MARES, Maintenance Planning, Workload Management, Employee/Work load balancing)
Skilled proficiency conducting audits and utilizing quality management systems
Demonstrated competency in working with a wide range of government departments with diverse business needs, interests, expectations and requirements
Extensive working knowledge of Microsoft Office Suite and project management software programs
Knowledgeable of and skilled in implementing “best-in-class concepts / principles within the areas of planning, scheduling, budgeting and operations for successful achievement of program objectives
Excellent leadership, capital planning, financial management, cost control, estimating and contract negotiating skills
Ability to manage multiple services and task order projects simultaneously in a fast paced, evolving environment
Ability to make sound, well-informed and objective decisions; perceives the impact and implications of decisions
Ability to prepare, justify and administer program budget and to assess financial conditions
