JOB DESCRIPTIONThe San Diego Supercomputer Center is working with Chickasaw Nation Industries and the U.S. Department of Health & Human Services Centers for Medicare and Medicaid (CMS) to provide cyberinfrastructure tools for the Medicaid Integrity Program (MIP) Medicaid Integrity Group Data Engine (MIGDE) that will enable the Center for Program Integrity (CPI) to remain aware of current issues in Medicaid program integrity as well as to prevent and uncover fraud, waste and abuse.
In support of these efforts, the Programmer Analyst 1) analyzes and critiques computer programs and systems; 2) consults with users to identify current operating procedures and to clarify program objectives; 3) documents business requirements and processes; and 4) provides clients with project software support. Additionally, this position serves as a computer programmer in SQL and Siebel and conducts testing related to the design, development, creation and modification of computer programs and systems.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Applies systems analysis techniques to analyze / document business requirements and processes. Translates business requirements into product requirements.
Utilizes Scrum agile methodology to clarify requirements, plan sprints, and translate product requirements into Epics and User Stories.
Creates test cases for User Stories in development, and tests new features.
Documents new features, and modifies user guides, user training documents and online help sources accordingly. Maintains and updates user guides, test and release documentation, and training outlines.
Applies knowledge of programming techniques and computer systems to create or modify programs in SQL and Siebel.
Designs and configures business intelligence reports utilizing OBIEE.
Serves as the administrator for the proof of concept product environment with Amazon Web Services. Performs all OS level and above patching, configuration and secure laptop configuration / access.
Utilizes Data Masker to protect sensitive data within the development environment. Ensures that data is effectively scrubbed during the development phase for each sprint.
Serves as a Siebel administrator. Creates virtual environments for development, and connects new features under development for testing databases.
Conducts database validation and testing utilizing SQL.
Provides problem and defect resolution related to software programs. Acts as a contact for users having problems with computer software. Receives phone calls and emails concerning software support problems. Responds in a timely manner by resolving customer issues or escalating to the appropriate source for resolution.
Creates and processes new system accounts, and enables / disables accounts. Resets passwords in PROD environment.
Sends timely emails to appropriate individuals concerning any adverse impact in customer systems or data during development cycles and monthly maintenance.
Trains clients in use of application.
Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output. Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.","EDUCATION/EXPERIENCE
Bachelor's degree in Computer Information Systems, Computer Science, or a related field of study and a minimum of four (4) years relevant experience, or equivalent combination of education / experience. Prior experience in Healthcare industry is preferred but not required.

Ability to obtain government security clearance

Ability to speak effectively before groups of customers or employees of organization.
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
