Job Description

The Project Cost Administrator is responsible for aggregating, tracking and reporting the financial status / progress of construction, renovation and other projects. This position provides a resource to the TSD Project Management Office (PMO).

The Project Cost Administrator is the focal point of financial information/interface/process control for the portfolio of infrastructure, site improvement, new building, and laboratory projects managed by the PMO. Creates budget templates for projects - Documents the basis of estimate and the Work Breakdown Structure (WBS) configuration elements and compares to proposed changes; Facilitates value engineering reviews to improve project cost position / performance. Records and tracks encumbrances and actual expenses against project cost elements - Vendor and contractor procurements, interfaces with APL Purchasing and Subcontracting Groups; In-house labor and materials costs, interfaces with Design, Construction, Maintenance and Operations Groups; Project Management and other associated labor cost, including allocation of labor estimates accrued and associated reconciliation.

Communicates with project managers and functional managers, customers and sponsors regarding cost performance vs. budget/plan - Manages all project accounting data bases to ensure timely upkeep, security and control; Attends preplanning and recurring project meetings, develops/analyzes/interprets and reports project cost financial data including variances, trends and performance indices; Provides real time project cost and associated financial information, including daily/weekly/monthly and fiscal period reporting.

Responds to Project Manager and customer inquiries regarding cost; Provides input to the capital budgeting process, supports project managers and functional managers in the analysis of make/buy decisions and cost/benefit analyses.; Provides input in the development of process and procedures to improve consistency, control and efficiency of project cost accounting. Is familiar with and ensures accounting is in compliance with APL and Department accounting policies - Interfaces and provides support to Department fiscal office; Responds to inquiries from fiscal office and project managers; Monitors, forecasts and reports project cash flow and carryover between fiscal reporting periods; Assists internal and external auditors with information requested on project cost accounting.

Tracks financial project closeout - Generates and communicates checklists; Reports progress and investigates with project managers and vendors where delays have occurred. Assume other special activities and responsibilities under the direction of the Construction Manager / Project Manager or associated functional managers.

Required:
Bachelor's degree in accounting, finance or business. 5 years experience in construction project cost accounting, including government project cost accounting. Experience with project cost accounting software applications, enterprise finance/accounting business systems including, MSWord, Project and Excel is essential. Familiar with WBS project accounting. Demonstrated ability to aggregate and summarize projects costs, apply accepted construction project cost accounting standards and practices, sort, evaluate/analyze and report financial data including, indices, trends and exceptions/discrepancies. Knowledge of all relevant state and local requirements including bonding, insurance and construction lien legislation is required. Must be able to work efficiently, independently and meet deadlines in a team environment. Excellent written and verbal communication skills.
