Work with SHRM and other parties to develop statement of work for potential vendor(s).
Review and analyze potential vendor(s) response to statement of work and engage in negotiations, as necessary.
Work with other divisions and agencies to review and execute project contract with vendor.
Work with all parties to create and present detailed project plan including schedule, testing plan, implementation plan, training plan, and transition plan.
Work with all parties to establish metrics.
Work with vendor to ensure all coding is done in accordance with the contract.
Ensure that all testing is carried out in accordance with the contract.
Ensure that the newly designed system is implemented in accordance with the contract.
Work with the vendor to develop user manuals, videos, and other information modes for staff and public use.
Coordinate training for SHRM staff and other designated users with the vendor.
Work with vendor to sunset legacy systems.
Work with vendor, and other agencies for integrations of system with the CORE-CT (PeopleSoft enterprise system).
Present oral and written status reports.
Specific Services Required:
The contractor shall provide the following services:
Accountable for project initiation, planning and execution through formal project management and system development methodology.
Conducts project assessments, develops cost, process and time estimates; comes up with appropriate resource (staff) estimate(s) for the project.
Develops and maintains all project artifacts, as application to the project, including project profile, project plan, work breakdown structure, project management plan, project summary, solution alternatives, cost benefit, risk analysis, and change management using industry standard PM tools.
Conducts joint application development sessions where needed and develops requirements, specifications, gap analysis, use case, test case and test strategy documents, and requirements tractability matrix.
Coordinates with SHRM and vendor development of data conversion strategy, mapping, cleansing, and conversion scripts for migration of the historical records to the system.
Proactively identifies project risk areas, performs risk analysis and comes up with alternate risk mitigation plans/measures to complete the project on time and within the budget.
Coordinates all testing and UAT sessions including bug tracking and remediation.
Works with SHRM and vendor in evaluating test results.
Functions as the primary point of contact and liaison between the SHRM, vendor, BEST, CORE-CT and user agencies for the installation, configuration and implementation of the software product, and all the communication throughout the project life cycle.
Conducts project kick-off, decision-end point, and periodic project status meetings; prepares status reports; develops and delivers project presentations to SHRM.
Proposed candidate should have a minimum nine (9) years of Project Management and Business Analysis experience, including:
HRIS project planning and initiation, team management, technical and vendor coordination and implementation of large scale, complex, multi-user distributed Web apps.
Executing the projects using project management and full systems development methodologies and best practices.
Developing and maintaining project profiles, project management plan, project plan and work breakdown structure, solution alternatives, cost benefit, and risk analysis.
Developing functional, non-functional and technical requirements; business process model; gap analysis, system general and detailed design, requirements tractability matrix, test strategy & plans, cost benefit and risk analysis.
Change management activities, working collaboratively with business and technology owners, subject matter experts, software vendor and end users in successful implementation of the systems.
Managing data migration activities including development of data mapping and conversion strategy.
Managing project resources, budgeting and financial reporting.
Proficient in project management and MS Office tools, such as, MS-Project, MS-Visio, PowerPoint, Excel and Word.
Leadership skills with excellent facilitation, multi-tasking, organizational, negotiation, communication and interpersonal skills are critical.
Ability to meet tight deadlines and adapt to changing priorities.
Preference would be given to PMP (Project Management Plan) certified candidates.
State Resources and Oversight: The Connecticut Department of Administrative Services will provide support and guidance to the contractor selected to provide support for these initiatives. Oversight will be provided by SHRM Director or designee. The contractor will have dedicated office space and DAS will provide all computer hardware and software for this project.
Security/Privacy Considerations: Information accessible by the contractors may be sensitive, confidential or subject to the Privacy Act and/or HIPAA considerations. Contractor personnel must be familiar with and comply with the provisions of appropriate regulations and/or instructions. Signing of a confidentiality agreement will be required. The display of an access badge will be required at all times that the contractor is present in the facility.
General/Miscellaneous: The contractor shall discuss and coordinate workload and job scheduling priorities and task assignments with SHRM Director or designee. SHRM and/or DAS management may request the termination of any agreement resulting from this solicitation, after adequate notice, in the event that contractor performance is or becomes inadequate to support the requirements of this initiative.
