JOB DESCRIPTION:

Essential Duties & Responsibilities:

* Research, identify, strategize and execute on opportunities to work with public and private entities on real-estate projects to serve students and generate revenues for the District

* Research, identify, strategize and execute on student housing possibilities as part of partnerships to serve students and generate revenues for the District

* Develop and recommend real-estate and development deal structures for the benefit of the District and its students

* Provide advice and negotiate on leasing, licensing, acquisitions and dispositions

* Research and execute on best practices related to monetizing agency assets

* Research and evaluate title, zoning, entitlement, permitting and other land-use restrictions on property owned by the District and its impact on existing or proposed projects

* Analyze land-use restrictions, including delineating possible required approvals and administrative processes, identifying the environmental clearance document in accordance with CEQA and assessing the likelihood of support

* Create and implement strategy for discretionary and administrative approvals

* Coordinate and negotiate with multiple government agencies, including drafting and negotiating intra-agency agreement

* Review, analyze and comment on CEQA documents for projects impacting the District building program, negotiate the same as necessary

* Review, comment and actively participate in the preparation of CEQA documents for the District

* Prepare Board, Committee Reports and Presentations

* Coordinate with real-estate projects surrounding and impacting District properties

* Coordinate District Master Planning activities

* Prepare and Execute engagement strategy to attract real estate experts as a resource to the District

* Subject matter expert on various real-estate related projects, including procurements

* Manage Long Term Lease and Joint-Occupancy Procurements, from strategy to execution. This includes acting as subject matter expert, preparing scope and selection criteria, recommending development concepts, facilitating evaluations process, facilitating interviews and selection.

* Prepare, review, draft, comment, advise and negotiate on real-estate deal documents

* Negotiate with multiple government agencies

* Analyze and apply Public Contracting Code, Education Code, Government Code, and other applicable regulations

* Represent the District in the pre-leasing and post-leasing activities of District land

* Lead communication effort in relation to assigned tasks at multiple levels, including District Executives, Bond Program leadership, Administration, Staff, and other agencies.



Qualifications:

* Juris Doctor with 10 years of experience in real-estate, development, land-use and CEQA

* Deep understanding of policy and political process, especially in the Los Angeles area

* Knowledge of the Public Contracting Code, Education Code and Government Code

* Ability to manage and facilitate the procurement process

* Experience working with large public agencies

* Knowledge of zoning, permitting and regulatory framework and their impact on facilities

* Experience working in large infrastructure bond programs

* Strong familiarity with Microsoft Office and other popular business computer programs

* Effective communication and problem-solving skills

* Ability to handle and prioritize multiple assignments

* Demonstrate a reliable, responsive, and positive work ethic with the highest degree of integrity

* Ability to work in a fast paced environment

* Experience on working on California higher education projects
