JOB DESCRIPTION:

Essential Duties & Responsibilities:

* Identify and develop joint use and repurpose opportunities for District-owned assets to broaden use and enhance revenues

* Plan, organize, direct and participate in professional real estate work, including identifying, evaluating, and recommending the leasing, licensing, disposition and acquisition of real property; easements, permits, rights-of-way and vacations of streets

* Ability to carry out exceptionally complex real estate negotiations

* Direct, review, and participate in the preparation of technical reports and records

* Research and evaluate title, zoning, entitlement, permitting and other land-use restrictions on property owned by the District and its impact on existing or proposed projects

* Management of design and construction activities associated with both the construction of new buildings and the modernization and repair efforts at existing academic and non-academic sites

* Knowledge of procedures and experience in coordinating with the Division of State Architect (DSA) approvals and certification of new construction and modernization projects

* Coordination of master planning activities including planning as a collaborative planning process

* Ability to direct, manage and review the pre-construction master planning, design, estimating, budgeting, scheduling and development of multiple construction projects

* Assist and/or direct the planning and coordination of the District s consultants and outside legal counsel related to site assessment and compliance with the California Environmental Quality Act (CEQA)

* Knowledge of project management and construction activities associated with the construction and modernization of higher education facilities

* Oversee the analyses of proposals and studies by consultants, developers and lessees concerning the use of the District s real property

* Ability to perform program management activities such as project reporting, capital budget forecasting, and financial reporting and analysis

* Ability to generate executive-level reports and strategic plans, for the Office of Facilities Planning and Development, Board of Trustees, District Executives and members of the public

* Review and prepare Board of Trustees reports and correspondence, often with major legal and financial significance

* Knowledge of basic principles, methods, and practices of development and facilities administration with particular reference to higher educational facility planning and activities related to the management of construction and modernization of campuses

* Knowledge of applicable environmental regulations required by the Department of Toxic Substance Control (DTSC) relative to educational facility development

* Assist in the development of criteria used for the selection of technical consultants and monitors consultant performance to ensure compliance with contractual agreements

* Knowledge of the California Education Code, Government Code and public contract law relative to the leasing, acquisition and development of higher education facilities

* Ability to coordinate and supervise the activities of others, including consultants, in various technical activities

* Ability to establish and maintain effective relationships with officials of public and private organizations, District employees, co-workers, and the general public

* Ability to meet with and address a variety of groups, including faculty, staff, administrators, officials of public agencies and community organizations

* Ability to make, support, explain and advocate for recommendations

* Ability to plan and coordinate a variety of real estate, construction, technical, and educational facilities planning functions

* Perform various related duties as assigned by the Chief Construction Counsel, Chief Facilities Executive and Director of Facilities Planning and Development



Qualifications:



Education:

* Graduation from an accredited college or university with a bachelor s degree, preferably in business administration, engineering, urban planning, public administration, construction management, real estate development or architecture



Experience:

* Minimum of 15 years of executive or administrative experience with the responsibility for real estate transactions, project planning, design and development of large projects, programs or campuses



Licensing:

* Valid California Real Estate Brokerage License, or an attorney at law



Preferred Qualifications:

* Experience with DSA construction/design processes

* Experience in the planning and project execution at institutions of higher education and/or California K-12 schools.



Special:

* Valid California Driver s License and use of personal vehicle
