PROGRAM DESCRIPTION:

PHS' Access to Health and Food Benefits Program helps individuals and families obtain free or low-cost health insurance coverage and apply for the Supplemental Nutrition Assistance Program (SNAP, also known as Food Stamps). Our staff helps clients navigate through what can be a complicated and confusing application process, step by step. Since 2000, we have helped over 100,000 people obtain or retain free or low-cost health coverage. Over the past five years, the program has helped over 17,000 people apply for SNAP benefits.

HEALTH INSURANCE CONSUMER ASSISTANCE SYSTEM PROJECT: Public Health Solutions is launching a policy research project focused on the health insurance consumer assistance system in New York State, focusing on the post-enrollment needs arising for individuals enrolling and newly enrolled in health insurance. The project will leverage knowledge and expertise of key stakeholders in the health insurance consumer assistance system to develop a _Blueprint _that will fully address the continuum of consumers' post-enrollment needs and outline a comprehensive set of actionable programmatic and policy recommendations. Through the project, PHS and partners will convene project advisors to provide guidance to the project and support project activities, including crafting final recommendations. Project activities will include conducting background research, literature and legal review, primary and secondary data collection and analysis to address critical questions and fill gaps in knowledge and meeting with stakeholders and advisors.

POSITION SUMMARY:

Public Health Solutions seeks a full-time Project Manager to spearhead the project. The Project Manager will be responsible for developing the project work plan, managing the day-to-day activities of the project, including monitoring the project work plan to ensure timely and efficient completion of tasks, identifying and recruiting project advisors, leading partner and project advisor meetings and synthesizing meeting findings, overseeing primary and secondary research, engaging in substantive project work, including writing elements of the _Blueprint_, and maintaining communication with partners.

THE PROJECT MANAGER WILL BE RESPONSIBLE FOR:

Creating tools and processes to operationalize and execute the project's activities.
*

Guiding and working with the project team on program design, planning, and work plan implementation, including tracking and reporting on completion of deliverables and milestones.
*

Overseeing project logistics, including coordination of research activities (focus groups, surveys), meetings (venues, agendas, presentations), travel, purchasing and contracting, in partnership with other project and PHS staff.
*

Researching the health insurance consumer assistance system and developing expertise in policy areas related to the health insurance consumer assistance system.
*

Managing partnerships with key stakeholders, including project advisor group, and maintaining communication and operational structure for partnerships, including documenting roles and responsibilities.
*

Contributing to survey design and implementation, including writing survey questions.
*

Preparing and disseminating agendas, notes, and action items from internal and external meetings.
*

Distilling research into findings that reflect group consensus.
*

Contributing to writing, editing and execution of policy report and other project documents (literature review, project summaries for meetings, surveys, scripts, etc.).

QUALIFICATIONS AND SKILLS:

Bachelor's degreerequired.Master's in Public Health, Public Policy, Public Administration, or related field, or JDpreferred.
*

At least 3years of experience working in public policy/administration, public health, or related fields.
*

Project Management experience, especially with deadline driven projects.
*

Excellent written and oral communication skills.
*

Familiarity with various New York community stakeholders.
*

Familiarity with New York State, federal and local health insurance policy landscape and regulatory frameworks.
*

Research skills, including experience conducting literature reviews, ability to interpret statistical findings, and proficiency accessing and utilizing publically available data sources.
*

Ability to travel throughout NYS on occasion.
*

Ability to work independently and in teams.
*

Flexible hours.
*

High level skills in Excel, PowerPoint, and Word.
