Project Manager is responsible for managing the RFP and proposal
development process for strategic bids (on average, 250-500
questions/requirements per bid), including all questions and
requirements, from receipt of the RFP through submission. The Project
Manager is responsible for concurrently managing multiple proposals (on
average, 3-4 proposals at one time) with aggressive deadlines (on
average, 10-day turnaround). This includes appropriately engaging sales,
account management, and other cross-functional leadership to review and
develop bid strategy, working together to understand and resolve any
bid challenges. Additionally, the Project Manager may be involved in
facilitating pre-award contract negotiations, given his or her in depth
knowledge of our proposal responses.
This position uses
specialized expertise to manage, develop, and edit strategic proposals
in various market segments. He or she begins to develop an in- depth
understanding of an assigned market segment, learning how to respond to
questions and requirements based on the needs of the segment. This
position is primarily responsible for ensuring the responses to
questions and requirements are compliant with RFP
requirements/instructions and Express Scripts contractual obligations,
including negotiating responses to requirements with cross-functional
partners to get to the most favorable position to increase compliance
rates with our benefit advisors and overall client win and retention
rates, while appropriately mitigating business risk.
Manager reviews contracts and is accountable for working with legal and
other cross-functional SMEs, up through the VP and Senior Staff level
as appropriate, to ensure proper positioning of, and responses to,
contract terms in our proposal responses, including redlining of
contracts, as required. This role involves considerable risk as
non-compliance with requirements decreases our overall compliance rate
with benefit advisors, which is visible to Senior Staff. Specifically,
the Project Manager is responsible for reviewing bid requirements,
assessing associated risk, and making preliminary recommendations
regarding eliminating low-risk deviations. Additionally, the Project
Manager is responsible for leading cross-functional projects, process
enhancements, and departmental initiatives. The Project Manager supports
developing best practices across the team, building the process and
procedures documentation library to ensure compliance and consistency.
The Project Manager mentors and trains new Project Managers and
Associate Project Managers; he or she provides writing, editing,
formatting, and production of proposal document support across the
entire team. The Project Manager is expected to be a resource for
Project Managers and Associate Project Managers and be looked to as a
leader of the department, establishing best practices and sharing them
with the rest of the team.
Project Managers have
interactions/communication with VP-level and above. They support
follow-up and finalist activity, acting as the primary contact through
the contracting phase. Project Managers develop benefit advisors
expertise on tier one BA templates and work with Strategic Relations
Directors to position strategy for the benefit advisor. Project Managers
must demonstrate strong problem resolution abilities, working with
cross functional partners across the organization to negotiate solutions
and agreement to RFP requirements and questions. They are responsible
for educating cross-functional partners on current strategy, database
language, positioning, and the overall RFP process. Project Managers are
involved in negotiating requirements and advocating for complex
cross-functional engagement and agreement on non-standard issues. Hours
for this role vary, and exceed the standard 9-5 schedule.

writing/editing responses to RFI/RFP questionnaires; negotiate
requirements in any RFP contracts and questionnaires with appropriate
cross-functional SMEs; create proposal documents and other exhibits to
support the defined sales strategy and strengths of company s product
and service offerings.
* Work cross-functionally to execute
proposal projects, including cross- functional team communications,
timelines, and follow-up, to ensure accurate, complete and quality input
from operational areas to complete proposal production for on time
delivery. Generate proposal and sales documents while adhering to
corporate marketing standards, department guidelines, templates, and
styles. Coordinate production and shipping to ensure accurate and on-
time delivery. Resolve issues and conflict with appropriate escalation.
and facilitate requirements and contract reviews to ensure they are in
line with the corporate position; working with cross-functional SMEs to
get agreements to requirements and increase our overall requirements
compliance. Vet and assemble requirements and contract language to
review and negotiate with appropriate cross-functional SMEs, legal,
sales, and account management. Coordinate and complete redline of
contracts on client paper during RFP process, working with legal and
cross-functional SMEs to obtain business owner approval and deliver an
executable contract to a client or prospect.
* Lead and
participate in ad hoc projects and process ownership/responsibility.
Serve as project lead on ad hoc projects, working with both internal
partners and cross-functional partners to define, develop, and implement
process improvements. Contribute to culture of continuous improvements
and shares ownership of process improvement efforts. Display sound
critical thinking skills, brings forth ideas.
* Serve as Subject
Matter Expert for assigned Tier 1 (more complex and larger BAs) benefit
advisor template. Develop/demonstrate/share expert knowledge of the
template; collaborate with RM and SRD to keep the benefit advisor
template current. * Provide training, coaching, and mentoring of team members as it relates to proposals and/or projects.
or Communication or equivalent work experience; Master s degree
preferred. Project management and previous proposal experience
* Bachelor s degree and 5-8 years relevant business
experience; or Master s degree and 3-5 years of relevant experience;
PBM experience preferred. Without a degree, 11-14 years relevant
experience. * PMI certification a plus.
* PC, Microsoft Office, Visio
Exceptional project management skills; Excellent communication and
organizational skills; Demonstrated cross functional team leadership
ability; Ability to handle multiple projects and complete projects under
tight and varying deadlines; Ability to work well in a team
environment, and independently; Working knowledge of word processing,
graphics, spreadsheet, and database software; Prior proposal writing
experience in PBM/healthcare industry preferred.
