JOB DESCRIPTIONThe Project Manager is responsible for managing all aspects of an IT project to meet project requirements and customer satisfaction. This includes project team leadership and customer relationship management duties necessary to meet project deliverables and to develop a positive relationship with the customer and key stakeholders.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Operates project(s) while meeting both on-time delivery and project cost objectives.
Seeks opportunities to expand business. Participates as required in proposal and solution development for additional project opportunities.
Ensures staffing levels and skills of the staff are appropriate for the project scope and deliverables. Actively participates in hiring of new and replacement project staff. Provides performance assessments and feedback to employees.
Develops project plans and associated communications documents. Identifies and manages project dependencies and critical path.
Tracks project milestones and deliverables.
Proactively manages changes in project scope. Identifies potential crises, and devises contingency plans.
Develops and delivers progress reports such as project metrics and project status. Effectively communicates project expectations to team members and stakeholders in a timely and clear fashion.
Estimates the resources and quantity / types of needed participants to achieve project goals.
Sets and continually manages project expectations with team members and other stakeholders.
Develops Statement of Work. Assigns, manages and monitors activities for subcontractors. Performs time collection, invoice approvals and status reporting.
Ensures the highest quality in conduct / delivery of services related to the Primary Project Objectives as defined in the contract Statement of Work.
Performs overall project management and reporting functions related to multiple technical activities being performed across multiple task areas.
Responsible for aiding in own self-development by being available and receptive to any training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize output.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and Human Resources. Will immediately correct any unsafe conditions as the best of own ability.
Bachelor's degree in Computer Science or related field and a minimum of five (5) years IT Project Management experience in a Federal Government environment. Previous experience working with the Department of Treasury or Internal Revenue Service preferred.
JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES
Strong working knowledge of using MS Project applied to a software development life cycle
Knowledge and ability using industry best practices, project management tools and methodologies
Detailed knowledge of Federal IT regulations/guidelines and support technology and tools
Working knowledge and implementation of Section 508 requirements
Working knowledge and implementation of commercial-off-the-shelf (COTS) products is preferred
Working knowledge and implementation of CMMI Level 3 practices
Skilled in writing proposals for federal contracts
Ability to provide complete EVM reporting to the client and to the company
CERTIFICATES, LICENSES, REGISTRATION
Project Management Professional (PMP) preferred
Ability to obtain a Secret Clearance
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
