General Overview:

Under the direction of the Enterprise HIM Business Services Manager, the Project Specialist is responsible for successful development, execution, and coordination of projects and programs that support Health Information Managements sphere of interest. The role leads the development of all aspects of the project/program from inception through implementation and evaluation.

S/he works with PHS entities and affiliates on projects related to HIM strategic initiatives, operations and functional improvements. S/He works closely with management, business owners, and other stakeholders to define business needs, project approach, scope and work plan to meet operational and enterprise objectives.

Responsibilities will include providing project management and support key strategic initiatives involving transition individual site HIM departments toward a Partners enterprise model with identified centralized functions. The Project Specialist will also provide additional project support for system enhancements, EMPI Integration, and other initiatives as indicated by HIM Management. S/he participates in all phases of software lifecycle development, particularly in the analysis and design of functional specifications, testing and implementation. This position requires strong leadership, communication, organizational skills, as well as excellent interpersonal and facilitation skills.

Responsibilities:

Manages all activities related to the development, implementation and initial management of innovative, strategic, high priority projects and programs that support Partners, site, & HIM goals and initiatives. Translates organizational goals into executable projects.

Works within HIM to develop and execute integration plans for the incorporation of new entities into the Partners network that would impact centralized services (e.g. Data Integrity, EMPI, Transcription, etc.)

Serves as primary resource for incoming requests to engage in new interface, data cleanup, process enhancement, health information exchange, and other types of projects impacting HIM centralized and site-specific functions. Develops project plans that conform to project standard methodology, including the definition of deliverables and milestones, and works with technical resources to complete projects.

Works with end users from an operational perspective to identify business needs and operational processes to develop strategies and solutions in line with HIM standards and strategic direction. Once strategies are approved works with end users to implement processes. Monitors processes to identify necessary changes.

Evaluates proposals with the project requestor and frames the relevant questions and issues for discussion to present to management. Solicits input from management for assessment of strategic planning, prioritization and resource issues when necessary noting areas of operational impact on the team.

Collaborates with HIM, Partners technical teams, Partners eCare, and others to makes decisions about requirements and conditions for the projects to move forward and communicates those decisions to the requestor.

Develops project plans and timelines that are practical and of appropriate scope, and includes identification of stakeholders and assessment of resource needs. Works with the project teams to help implement and ensure follow-through on processes and decisions. Responsible for keeping team on track and meeting expectations as defined by HIM leadership.

Manage projects within the context of the larger environment including competing priorities, staffing levels, budgetary concerns. Provides ongoing project status reports to the project steering committee and project team. Provide appropriate and timely problem escalation reporting (and potential solutions, if applicable) to both HIM management and project steering committees.

Leads meetings effectively by providing clear expectations/agendas, using time efficiently, and delivering anticipated results. Oversees project management and logistics such as project timelines, agenda development, production and distribution of meeting minutes and documents, and preparation of reports on project status and activities to various audiences. Actively participates in PHS IS, HIM, and entity meetings and workgroups as an individual contributor and team player.

At the project level, responsible for assigning/delegating project assignments as appropriate. Provide project-specific direction and guidance to project team members to facilitate timely quality results. Monitor quality of work performed by team members throughout the project lifecycle.

Documents functional specifications for new applications and application enhancements

Identifies ways to connect and maximize resources, ideas, and data among all projects. Establishes and creates a positive project team environment through leadership and mentoring.

Works with Data Analysts to compile statistical data on a regular basis for various consumers, identifying trends and/or issues pertinent to operational efficiency. Reports findings and recommendations for improvements to management.

Develop communication plans to keep leadership apprised of bottlenecks and barriers to success. Prepares and gives presentations to appropriate groups reporting on project results.

Serves on departmental or hospital committees and task forces. Provides staff support to management committees, as necessary.

Understands the effect of departmental operations on PHS entities, affiliates and community practices within an integrated delivery network. Must have a general knowledge of all entity-level information systems (i.e., registration systems, master patient indexes, emergency registration practices, clinical results, electronic health record, etc).

Performs other duties as needed.

Education:

Bachelors in Business Management, Health Information Management, or related field. Masters Degree preferred. Project Management certification preferred.
