This position requires excellent interpersonal skills, professional maturity, attention to detail and problem solving skills. The Project Specialist (Specialist) is responsible for number of activities including analysis of government policy, data collection/analysis and summary of performance. The Specialist may also help support designated Partners system-wide Committees. Products of the Specialists work will be shared in system-wide reports of performance with Partners leadership and select committees.
PRINCIPAL DUTIES AND RESPONSIBILITIES
o Analysis of government policy and incentive programs related to acute care quality, inclusive of the following organizations:
Center for Medicare & Medicaid Services (CMS)
Healthcare Reform Law (Chapter 224)
Health Policy Commission (HPC)
Department of Public Health
Center for Hospital Informatics and Analysis (CHIA)
Statewide Quality Advisory Committee (SQAC)
Measures Application Partnership (MAP)
o Evaluations of measure methodologies, benchmarks, scoring algorithms, and other aspects of performance based incentives
o Synthesis of policy incentives with commercial payer and internal performance incentives to help inform QI prioritization
o Creation of briefings, presentations, comment letters, and other forms of advocacy for Partners Healthcare under the guidance of the Project Manager and/or Director.
o Scanning national and local landscapes for future direction in hospital incentives and external reporting
o Updating and supporting Partners Quality and Safety transparency efforts and associated website
o Administrative support/ management for system-wide hospital quality leadership meetings as needed
o Research policy as needed related to additional levels of care (skilled nursing, acute rehab, physician, etc.)
o Synthesis and creation of summaries (visual and written) of PHS performance on external incentive programs for PHS leadership audiences
Bachelors degree required, with 3-5 years experience in health policy and/or quality improvement/healthcare setting preferred.
Experience in healthcare consulting, policy analysis, or quality/financial data analysis and reporting preferred.
Excellent organizational skills and attention to detail, ability to work independently, manage multiple tasks and projects, meet deadlines, and manage to schedule.
Strong oral and written communication skills, with the ability to draft messages to individuals and audiences throughout the organization.
High degree of initiative and enthusiasm for learning new concepts and working with new tools and sources of information.
Ability to develop effective relationships with a broad array of people (different levels of management and clinical experts).
Strong PC / Microsoft application skills including Word, Advanced Excel, PowerPoint, and Outlook. Experience with SQL and Tableau or other data visualization software preferred
