Role Overview
- Position located in Houston, TX, USA.
- Develops, procedures, templates, pro-formas, work processes, etc. as required for the project.
- Reports to and receives operational direction from the Project Procurement Manager.
- Performs purchase order formation and administration activities when required by workload, complexity, or other factors.
- Responsible for supervising the day to day activities of assigned Buyers. Assists buyers with all aspects of purchasing and negotiation.
- Responsible for producing verbal and written reports, as required by management.
- Supervises assigned personnel in the orderly performance and completion of project procurement commitments through the several steps of bidding, evaluation, and award, in accordance with established policies and procurement procedures.
- Reviews bid tabulations for accuracy, bidder recommendation, completeness, and approves selection of suppliers within delegated approval authority.
- Interfaces with customer and other Bechtel offices to coordinate purchasing activity and approvals.
Qualifications
- Must be proficient with Microsoft Word and Excel.
- Knowledge of legal concepts/terms and conditions required.
- Previous negotiation experience on major packages preferred.
- Supply Chain Management, or similar, degree preferred.
- At least five years of experience, skill, or training in the function of supervising workload distribution and execution of the work.
- Skilled in working with and communicating effectively with supervisors of other project functional groups, primarily Engineering, Construction, Project Management, and other services.
- Previous experience on a pipeline project preferred.
- Previous experience supporting proposals and estimates preferred.
- Spanish language fluency a definite plus.
