Its operations provide essential information to nearly every segment of the global financial community, creating the tools, analysis and research needed to make informed investment decisions. www.sp-150.com Standard and Poor's is seeking a Quality, Compliance, Criteria and Risk (QCCR) Delivery Manager to be a key player in the lead management for all QCCR requirements from analysis, design, implementation, and support of the portal and content based platform applications. This role requires a seasoned manager and technologist, who works effectively, both independently, as well as collaboratively in a team environment. The candidate must be a delivery-focused person with solid financial applications experience skills. The candidate will report to the Senior Director of Business Solutions Delivery and will assist with day-to-day customer relationship and support functions, management of development staff and application architects, financial estimations and delivery projections. In addition, the candidate must be a skilled integration specialist well versed in the integration methods to onboard various applications of various technologies and platforms. The responsibilities also include:

Management of the performance of services to QCCR customers and product managers and ensure that the Service Levels are achieved;
Management of an IT Service Delivery team of 6-7 staff and be responsible for career development and appraisals.
Definition of service level agreements (SLA'S) related to services rendered to the QCCR business products and applications.
To manage the IT Service Delivery team, taking responsibility for production Tier 3 support, and application support, for new projects, enhancements and ongoing BAU maintenance work.
Ensure QCCR goals are achieved and client expectations are met (or exceeded).
To build services relationships with clients.
Ensure quality and timely services are performed to the agreed to services for QCCR constituents.
To ensure that systems, processes and methodologies as specified are followed to ensure effective monitoring, control and support of service delivery.
To provide reports to an agreed schedule (or on request), including management, status and metrics reports.
Attend client meetings; areas covered will include performance reports, service improvements, quality and processes.
To represent QCCR Team on all aspects of business solutions delivery through the portal and content services platform.
Execute on QCC Dev Team technical strategy and direction, and providing support and governance for systems delivery and maintenance
Foster and shepherd cross-platform integration, reuse, componentization in support of the shared services support model.
Create and establish long standing working partnerships with various technology groups in implementing both vertical and horizontal applications into a unified technology framework

Qualifications

Highly experienced and tech savvy on applying technologies towards matters of legal, compliance, quality, criteria and risks that the ratings business faces;
Highly skilled in serving the needs, and negotiating and triaging with product management teams, business operations groups, records management business, ratings business areas, globally and locally.
Bachelor's degree in Computer Science, Information Systems or Engineering is required, or in lieu, a demonstrated equivalence in production based work experience; MS in Computer Science highly desirable;
Experience on Documentum systems a must for applying content and document management principles towards effective business solutions;
A minimum of 8 years of production experience in delivering technology solutions to a business area or practice. Highly experienced in managing a software development team, in a Windows/Unix/Sun Solaris, Java/J2EE Relational Database (Oracle 9i/10g) environment;
Production support and implementation experience in Portal, content and collaboration technologies;
Technology savvy and agnostic experience to deal with and manage through different types of J2EE and Microsoft platforms;
Experience with Agile software development lifecycle (SDLC) methodology;
Experience in Service Oriented Architecture (SOA);
Strong understanding of system architecture, object-oriented design, and MS/J2EE framework and patterns; also with strong Oracle PL/SQL, stored procedures, SQL optimization skills;
Experience in working with credit (market) data a must; knowledge of the ratings process is preferred;
Excellent communication skills are essential, with strong verbal and writing proficiencies.
Proven people management skills.
