Gas System Planning Department of Gas Engineering and Operations (GE&O) provides gas transmission and storage planning services from the California border to PG&E's gas distribution system. Planning services provided also include day to day support of Gas Control and Gas Scheduling and Accounting including short term and mid-term forecasting, data management tools, and regulatory support for operations issues at FERC, CPUC, ARB, and EPA.


Position Description


The Principal Regulatory Specialist provides experienced analytical work of high complexity, scope, and significant financial impact in support of regulatory proceedings or initiatives affecting Gas System Planning and Gas System Operations. Leads cross-functional teams in conducting analyses and regulatory-oriented projects and maintains strategic oversight. Analytical work may involve high-level support to regulatory functions, such as forecasting costs, demands, and supplies trajectories; developing strategies for meeting customer and system needs; developing and administering advice letters and tariffs; developing policy and programs; conducting research; and supporting witnesses. The Principal Regulatory Specialist may serve as a witness on issues of policy, high complexity, and/or significant system or operations impact. The scope of work includes highly complex filings that may be controversial, non-precedent setting, and have significant system or operations impact. Examples of work include the GT&S Rate Case, FERC Gas Transmission, Gas Transmission and Storage, Shrinkage, Control Room Management, Greenhouse Gas regulations, and Implementation Plan

Responsibilities

Regulatory Filing and Reporting
Prepare and sponsor expert witness testimony, exhibits, work papers, and discovery responses in regulatory proceedings on issues of high complexity and significant system and operations impact. Fulfill all witness responsibilities.

Support PG&E subject matter experts responsible for developing expert testimony and work papers. Review PG&E witness testimony and work papers for consistency, technical errors, and thoroughness. Support the Planning and Operations responsibility for discovery, audits and workshops to ensure responses are accurate and timely. Analyze and summarize testimony, reports, pleadings and discovery responses prepared by PG&E, other utilities, regulatory agency staffs or intervenors, identifying impact and preparing recommendations to management. Provide updates to project management team and other key stakeholders. Represent the Company at meetings and workshops held by regulatory agencies and prepare summaries of the meetings.

Working with Regulatory Relations and other departments, compose highly complex advice letters with significant system and operations impact to implement decisions or achieve other Company goals.

Data Analysis
Develop and/or revise complex regulatory accounting mechanisms, cost recovery proposals, and other analyses with significant systems and operations impact for submittal in regulatory proceedings. Obtain and analyze data for inclusion in exhibits and reports for internal management and/or for submittal in regulatory proceedings. Develop, revise, and/or maintain highly complex computer models needed to support these analyses. Analytical models may include forecasts of demands, supplies, and balancing requirements.
