As part of the Shield Advance Program Management Office (PMO), the Resource Analyst will be for defining and operating processes that enable successful management of Shield Advance portfolio. The Analyst will be primarily responsible for the definition and ongoing operation of resource management processes (e.g. demand/capacity analysis, resource identification and allocation, etc.).

Responsibilities will include (but not limited to):
* Identify and work with Project Managers and Resource Managers to solve resource issues of over/under allocation across Shield Advance projects
* Identify and report resource allocation issues in SA projects; creating all-in views identifying constraints or non-compliance
* Define resource request process including POCs and standard forms/escalation for all resource types/ functional areas
* Support vendor management in reviewing/validating that contracted work is aligned with planned work
* Ensure transparency of timesheet information to increase compliance
* Increase transparency and accuracy of reports of active resources in Shield Advance; helping to ensure that our resource management tool is regularly updated with the most accurate information

* be self-disciplined and manage tasks to completion with minimal supervision
* be able to maintain positive communications and working relationships at all business levels

Specific experience required:

Proven background improving process quality and providing system automation recommendations and strategies to manage solutions and data efficiently.
Demonstrated experience in project management, process development/improvement, and resource management.
Demonstrated ability to apply logical thinking to gathering and analyzing information, designing and testing solutions to problems, and formulating plans.
Ability to visualize, articulate complex problems and concepts, and make decisions based on available information.
Demonstrated experience in planning and facilitating meetings at multiple levels in an organization, including executive levels
Advanced skills in Microsoft Office suite, including Excel, Word, Outlook, and PowerPoint and at least one year of experience in MS Project and Visio
Intermediate experience in SQL (able to read and write queries and understand database design)
Bachelor's degree and five years related experience or equivalent combination of education and experience.

Desired, but not required experience:

* Technologies: MS Access, Crystal Reporting, OLAP cubes, Project server and MS Sharepoint
* PMI Project Management certification.
* Quality Management Experience (e.g. Six Sigma).
Limited travel ( 10%, primarily only to program related occurrences that might be held in San Francisco). Primary work location is in El Dorado Hills.
