Job Description:

PRIMARY FUNCTION(S)

Provide acquisition and program management support for the Norwegian Globus II program, Australian C-Band Space Surveillance Radar program, and other advanced systems. Provide roadmap planning expertise for advanced space surveillance capabilities.



RESPONSIBILITIES AND DUTIES

Specific Responsibilities include but are not limited to:

* Define tasks, studies, acquisition approaches, and engineering recommendations to the development contractor to meet needs. * Manage reviews, updates, and recommended changes to the contractor's Integrated Master Plan (IMP) and Integrated Management Schedule (IMS). * Participate in Joint Baseline Reviews and follow-up program reviews with prime contractor. * Advise and assist in planning the implementation of sub-projects through coordinating and integrating engineering, contracting, financial management, configuration management, test, and other related disciplines to achieve successful project requirements. * As needed, prepare technical, programmatic, and management recommendations that identify effective solutions to meet project requirements. * Assist in developing and coordinating Earned Value Management System (EMVS) data and provide recommendations to the Government Program Manager of the criteria and timeliness of cost and work performance tracking. * Advise and assist the Government Program Manager on all business aspects of the 3600, 3400, and 3080 funds to include requirements definition, budget formulation, cost estimates, contract strategy formulation, contract schedule management, contractor progress, contract risk management, earned value status, and future budget requirements. * Apply DoD regulations that pertain to Element of Expense Identification Code (EEIC's) to the appropriate category of work, projects, and expenses associated with contracted work. * Support the contractor Award/Incentive Fee evaluations by providing inputs and assessments of the technical and programmatic progress of projects. * Assist in the preparing contract letters, Point Papers, Status Reports, Position Papers and Program Management Review briefings as required. * Provide program management support to process Contract Actions (Engineering Change Proposals (ECPs), PoP Extension, In-Scope or Unplanned Work).



MINIMUM QUALIFICATIONS

* Ten years program/project management experience * MS/MA degree * Current Top Secret Clearance * PM Certification (DAWIA or PMP) * Space Surveillance Experience * Knowledge of Integration & Test Methodologies, Space Tests, DT&E * Knowledge of Software Development, Implementation, Version Releases, and Testing * Knowledge of System Requirement Specifications (A-Spec, B-Sped, C-Spec) * Proficient written and oral communications skills * Ability to effectively support project level activity and senior management interfaces * Experience in Air Force/DOD acquisition/sustainment processes and regulations * Program/project management experience that involves budgetary, technical, and operational responsibilities



PREFERRED QUALIFICATIONS

* Engineering experience (requirements definition, system engineering) * Prefer DAWIA certs for government acquisition process knowledge



WORKING LOCATIONS & ADDITIONAL INFO

* Location: Peterson AFB CO * Travel: 10% of time to CONUS and OCONUS locations.
