SmartSource has a direct hire opportunity for a Safety Manager with refinery experience at a petroleum product recycling company in Compton, CA. This position is responsible for the facility development, implementation, monitoring, auditing, reporting, and effectiveness of all Health Safety programs at our refinery operations facilities; to maintain a safe workplace for our employees, a safe environment for the communities in which we are located, and compliance with local, state, and federal agency regulations including DOT.
. Direct the Company's compliance with Cal OSHA, California Fire Code, and other industry guidelines and requirements (e.g. API Recommended Practices).
. Assist in compliance with Cal OSHA'S Process Safety Management and EPA's Risk Management Program elements management (e.g. Injury and Illness Prevention Program.
. Ensure the effective implementation and maintenance of emergency response planning including Health & Safety drill and coordinating programs.
. Maintain, improve and provide expertise in all site fire protection systems.
. Provide training, expertise and auditing of: PPE, Hearing conservation, respiratory protection, confined space entry, contractor/construction safety, lock/out tag/out, hazard communication, and Emergency Response procedure and plan program.
. Responsible for appraisal of Job Safety Analysis of LTR Safe work practices and recognizing hazards which could result in accidents, injuries, and illnesses.Audits facility for enforcement of rules and programs, develop reports, communicate results, and make presentations on the performance and compliance of Company safety programs.
. Oversee safety training of employees, safety personnel, and management in order to meet the Company's safety program objectives.
. Act as chief liaison with outside organizations; fire departments, mutual aid organizations, and rescue teams.
. Position works with the Director of Operations and training. Extended support during turnarounds as needed.
. Lead incident investigations using causal analysis methods and clearly communicate causal factors and learning's to workforce.
. Leads Site Safety Committee and Monthly Safety Performance Analysis
. Oversees all Cal OSHA record keeping, case management on work related injuries directly with post Occupational Injury Clinic/Hospital Physician, modified duty assignments, and annual reporting of 300/300A log requirements.
. Manages site industrial hygiene program including but not limited to: Exposure risk, assessments and mitigation plans, ergonomics, and asbestos.
. Prioritize completing priorities, simultaneously manage multiple tasks and projects, and develop and implement sustainable safety and health work processes.
. Leads Confined Space Rescue Team
. Act as site security leader by: resolving and security related issues, acting as primary contact with police and FBI, providing expertise in antiterrorism methods and procedures.
. Min. 10 years safety, health, and process safety experience.
. Oil refinery experience.
. Ability to effectively communicate to all levels in the organization.
. Experience in PSM and MOC initiatives a plus.
. Strong industrial hygiene experience.
. College degree preferred but not mandatory.
. Certified Safety Professional.
. Industrial Fire Fighting, HAZWOPER, Hazardous Materials Technician and Incident Commander Certification and Confined Space Rescue
Criminal background check and drug screen required.
