Job Description
The Senior Director of Contracts for the International Contracts and Grants Division (ICG) will provide leadership responsibility for contracts and subgrants staff supporting RTI s International Development Group (IDG). The Sr. Director will be responsible for contract and grant activities, including independent oversight of the cradle-to-grave contract management and compliance of projects primarily supporting U.S. Agency for International Development (USAID) work. In addition, client and funding sources also include foreign government and commercial sponsors as well as international multilateral development organizations. This position reports directly to the Vice President of the Office of Contracts. The location of this position can be either Research Triangle Park, NC or Washington, DC office.

Responsibilities
An influential leader, he/she will be an integral part of the Contracts Sr. Management team, and a key contributor to planning and decision-making; assuming an important role in supporting the success of RTI s business endeavors:

Translating RTI business strategies into contracting policies; insuring contractual/legal documents reflect current policies; and
Working with divisional personnel to design, implement and enforce contract management policies and procedures.

The Sr. Director of Contracts for the International Contracts and Grants Division has direct management oversight of the contracting team supporting RTI s business unit and responsibilities will include:

Establishing, monitoring, and reinforcing RTI policies and procedures to minimize risk to the Institute, particularly relating to contract and subcontract administration and to the procurement function.
Leading and assisting in performance appraisals, promotions, recruitment and hiring of contract staff.
Promoting staff development and growth opportunities through professional training programs, seminars and performance management.
Serving as a champion for the sharing and utilization of best practices.
Ensuring, as appropriate, good communication and cooperation with internal and external clients.
Ensuring that there is sufficient supervision of workload and work quality for contracts staff, and reallocating staff, as required, maximizing effectiveness of available resources.
Participating as needed in the negotiation and documentation of selected highly complex commercial and government contracts and in the resolution of government audits.
Providing input at the management level to surface issues/concerns, reduce organizational risk, and maximize revenue. Providing consultation and advice to management on contractual matters.
Assumes the lead role in planning and problem solving relating to contract management; pursuing contract management practices and development of effective proposal strategies that enhance RTI s competitive posture risk-mitigation and contract-related policy and objectives.
Assist contract staff on large, high-risk proposals and projects, including OMB, DCAA, IG and other regulatory audits.

PROBLEM SOLVING CHALLENGES:

Develop an organization that effectively utilizes the talents and skills of current personnel, while providing a career structure that supports the future contract requirements of the Institute.
Provide strategies for complex proposals, review contracts to identify and evaluate risks, and take actions or make recommendations to minimize RTI exposure and maximize RTI s competitive position.
Develop cost-effective, streamlined procedures and systems to achieve more efficient and effective contract management as well as support to project leaders.
Resolve assignment and structural issues for contracts personnel to maximize effectiveness
