Job Description

The Senior Governance Specialist is responsible for providing technical and thought leadership in advancing RTI s strategy for evidence-based governance solutions to improve transparency and accountability for inclusive service outcomes spanning public health, education, water and sanitation, climate change, economic development, and other sectors. The position plays a critical role in formulating and implementing RTI s governance strategy, services, and research drawing upon core methodologies and approaches, including systems theory, political economy, social accountability, and rigorous impact evaluation.

General Responsibilities

* Develop new governance strategies and activities, incorporating appropriate analytical tools and technologies for addressing political, economic, and social drivers of change and learning;

* Participate actively in positioning RTI to increase our influence with donors, developing winning proposals and collecting lessons learned and best practices from ongoing projects;

* Lead technical design in standalone and integrated governance proposals and reviews proposals to ensure that technical solutions meet client, sectoral, and RTI standards;

* Lead and/or write proposals in response to tenders and request for proposals/applications across a range of clients;

* Provide field project oversight and quality assurance, and carry out short-term technical assistance assignments, including authoring analytical, and methodological reports;

* Design and lead research contributing to RTI s learning agenda and publications through the RTI Press, and peer reviewed journals, occasional papers, policy briefs, blogs and social media;

* Engage with international, regional and country-specific thought leaders and communities of practice, contributing to the body of knowledge on governance through research and publications, conference presentations, RTI s Governance Learning Lab, and other RTI hosted events, and;

* Lead multi-disciplinary and goal-driven teams of professionals and mentor junior/mid-level staff.


* MA or PhD, or equivalent degree, in political science, international development, public administration, business administration, economics, public policy, law, behavioral economics, or a related field;

* Minimum 12 years of related international development experience, including five years of working in emerging economies in Africa, Asia, the Middle East and Latin America and the Carribean;

* Strong analytical skills, with demonstrated expertise in leading methodologies in the field, institutional capacity assessments, and impact evaluation strongly preferred;

* Established networks with key donors, other thought leaders, and communities of practice with a track record of publications;

* Demonstrated track record in leading and writing successful proposals;

* Prior donor program experience, with funders such as USAID, DFID and the multilateral banks, including familiarity with donor developed frameworks for development, strongly preferred;

* Strong written and oral communication and interpersonal skills are required;

* Proven experience in managing and developing teams, and;

* Written and oral fluency in English and demonstrated working proficiency or better in French or Spanish is required.
