Partnership Readiness Emergency Program, Medical Reserve Corp (OEM, PREP, MRC) - Senior Program Manager

The Program Manager will Serve as key contact person between regional liaison and the MRC Program director, OEM leadership, and OEM Regional Administrators (RA)

* Supervise 11 MRC Regional Liaisons (RL) on a day-to-day basis
* Provide technical assistance and support the evaluation of the MRC Program to provide information that can help continuously improve and enhance the capacity of the MRC network
* Provide technical assistance and guidance to national level Program partners, state and local level officials, and others on public health, preparedness, and volunteer management issues
* Advise MRC Program director and OEM leadership on strategic planning and processes
* Assist with the development enhancement and implementation of the TA Assessment (web based, data collection and outreach system that MRC Program and OEM leadership use to measure MRC Program growth, viability, and sustainability at all levels)
* Assist with logistics and preparations for other MRC meetings (at the national, regional and/or local level)
* Assist with the development of talking points, briefing materials, reports and other Program documents
* Participate in MRC related meetings as necessary and provide briefings to appropriate staff
* Support MRC communications activities, including development and/or implementation of the MRC website, exhibit, promotional materials, and TA products to assist communities
* Perform special projects/assignments at the request of the MRC Program director and other OEM leadership
* Attend and exhibit at conferences on behalf of the MRC Program
* Manage the work products of 11 Regional Liaisons on a day-to-day basis
* Monitor Regional Coordinator activities, travel, status reports, budgets, regional conference planning, etc.
* Assist Regional Liaisons in resolving complicated technical assistance issues
* Make regional site visits and participate in regional MRC activities
* Monitor and provide analysis on progress made on national projects in which a Regional Liaisons taken the lead (new unit registration, core competencies, VA Backfill, national media campaign, workgroup activity, etc.).
* Gather periodic feedback from the RA/REC on RL performance in the region
* Conduct annual performance reviews
* Compile and collect information required for national MRC reports (quarterly report, hurricane response report) from Regional Liaisons
* Facilitate staff conference calls (bi-weekly)
* Conduct structured one-on-one meetings with each Regional Liaison (monthly check-in)
* Monitor weekly status report
* Monitor travel reports and budgets
* Review and signoff on travel expense reports
* Assist in recruiting, screening and orienting Regional Liaison (if vacancy exists)
* Share updates with Regional Liaisons
* Monitor and approve timesheets
* Ongoing strategic planning with MRC Program director
* Revise TA Series and develop ongoing TA resources (i.e. TA Guidance Series, Promising Practices Toolkit, etc.)
* Further develop, implement, and enhance the TA Assessment (with the RL's)
* Assist in TA Assessment follow-up/evaluation process
* Participate in national level MRC work groups
* Develop and enhance Regional Liaison training & orientation guide
* Provide and assist OEM TRACIE with MRC TA
