Provide subject matter expertise as principal adviser and analysis for Integrated Joint Special Technical Operations (IJSTO) Doctrine, Organization, Training (operational and institutional), Material, Leader (Development, Training and Education), Personnel, Facilities, and Policy (DOTMLPF-P) domain gap Analysis, Solution Implementation, and Integration Support to the Army STO Proponent Office, HQDA. Establish and implement a formal Program of Actions and Milestones (POAM) to conduct a coordinated (e.g. HQDA, FORSCOM, TRADOC) and comprehensive Army gap analysis of STO across DOTMLPF-P domains. Develop associated solutions to fill gaps including determining if/how STO Proponent (DOTMLPF-P) responsibilities should be shared across the Army, develop and publish Army IJSTO policy, develop and publish Army doctrine for STO and ensure linkages across relevant publications, and integrate STO considerations into Army Capstone Doctrine and Concepts to support current and future force. Prepare/present briefings, information/decision papers, policy documents, staffing packages, letters, Execution Orders (EXORDS), memorandums and any other correspondence related to Army STO concepts, doctrine, and policy. Nominate Army STO issues and requirements into the Quadrennial Defense Review (QDR). Contract personnel must be eligible for access to Sensitive Compartmented Information (SCI) and Special Access Program (SAP) information to perform this work. Contractor personnel shall also agree to submit to an Army or NSA-administered counter-intelligence polygraph and urinalysis at any time during the period of performance. Contract personnel may be required to travel in completion of tasks.
* Active US Top Secret/SCI security clearance required.
* Bachelor's Degree.
* 5 years of military and 3 years of HQDA (Headquarters, Department of the Army) experience required.

Experience working in a CMMI Level 3 project/business environment a plus for all open positions. US Citizenship and the ability to obtain and maintain a Security clearance required.
