Sr Mgr Construction Engineering - ReqCode 24211BR

RTSC's Engineering Functional Unit is seeking a Construction Engineering Manager experienced in the design and construction of physical infrastructure supporting various types of electronics, communications, and defense related facilities. This person provides within budget leadership and management of 75 home office and deployed individuals and is responsible for the management of work department metrics; assignments; hiring and staffing; engineer labor forecasting and scheduling; technical career development; salary, promotion and recognition programs; and coach, teach and mentoring of these personnel engaged in construction engineering (CE) activities.

These activities support PMOs and include, but are not limited to, work within all five phases of construction; pre-design, design, procurement, construction and post construction; time, cost and quality management; contract administration technical support; environmental, health and safety management, ARM as well as program management. The department has in-house design, engineering and CADD capability, in addition to construction management. These activities are all conducted within Raytheon's IPDS and adhering to CMMI processes. This individual is also responsible for partnering with the PMOs to grow the business, increasing construction engineering department direct labor and business sales, revenue and income. They will be responsible for supporting business development requirements to include providing the CE strategy and implementation plan (CONOPS) for various pursuits and capture activities; technical and cost proposals; basis of estimates (BOEs); sub-contractor scopes of work; risk analysis and business model development; developing and maintaining related processes and procedures; identifying best practices, construction delivery methods and new technologies; and champion knowledge sharing across a matrix organization and geographic boundaries. Must work closely with the PM and SCM organizations to manage and optimize engineering and construction self and supplier/sub-contractor performance. Serves as an interface for the Engineering unit on matters relating to CE expertise.

This person reports to the Director of Construction Engineering and will be located in Burlington, MA.

Required Knowledge, Skills, and Experience:

- At least 12 years applicable work history, which includes experience leading a team of at least 20 Construction & Engineering professionals.

- Experience in construction management, sufficient for certification as a Certified Construction Manager (CCM) through the CMAA if not already certified. Experience with cost reimbursable and FFP FAR based construction in the U.S. and overseas using alternative construction methods, e.g. DB and ECI.

- Experience in project planning and scheduling using MS Project or Primavera. Experience with EVMS, requirements change management, risk and opportunity management, QA/QC and safety. Individual should have a strong business development sense and experience at increasing sales. Experience developing and managing technical and cost proposals as is the ability to integrate construction management with processes commonly used in the defense electronics industry (e.g., IPDS, CMMI, Six Sigma).

- Strong ability to interface with Raytheon senior leaders and government/customer leaders, capable of preparing formal presentations for executive leadership and customers.
