Job Description

Primary Role:

Provides leadership to the Outsourcing and Contracts Management group within Global Clinical and Medical Affairs and is responsible for the overall development and implementation of GCMA outsourcing strategies, including the evaluation, selection and performance review of vendors. Oversees the support of Clinical and Medical Affairs Programs in site and vendor contract negotiations. Assures the delivery of quality, timely and cost-effective external vendors in support of GCMA activity.

Essential Functions/Responsibilities:

40% Provides leadership in Strategic Outsourcing
- Develops and leads outsourcing strategy initiatives in collaboration with Legal, Global Procurement Services, R&D Compliance and Finance
- Establishes and maintains strategic vendor relationships
- Oversees the scheduling and support of bid defense meetings with vendors
- Conducts vendor governance meetings and manages the interface between internal key stakeholders and vendors to enhance the success of outsourced projects
- Escalates issues to internal stakeholders and vendors as appropriate
- Manages the Request for Proposal (RFP) process and contract negotiation process.
- Coordinates with Legal counsel to develop and maintain contract templates as they relate to clinical and medical affairs operations.

30% Contract Negotiation and Management
- Oversees group responsibilities in negotiation of contracts, scopes of work, budgets and amendments and resolves any contractual or payment issues as required.
- Has oversight of the development, negotiation & execution of master clinical trial agreements and project statements with clinical institutions and vendors in order to facilitate clinical trials and post marketing commitments.
- Oversees daily metrics tracking system for contracts and other agreements
- Coordinates with Legal counsel to develop and maintain contract templates and standards as they relate to clinical and medical affairs operations.

15% Implementation of Policies and Procedures
- Enhances department capabilities through improved process oversight.
- Thinks creatively to create efficiencies within the department.
- Has a sophisticated understanding of Shire's corporate responsibilities and procurement policies as they relate to vendor identification, selection and management
- Attends applicable trainings as required.
- Ensures proper training of GCMA staff on all relevant procedures.
- Manages relationships with Legal, Risk Management, Procurement, and GCMA Operations to ensure consistency across programs and contracts as well as with applicable laws and regulations

15% Personnel management
- Responsible for direct line management for 3-5 employees within the outsourcing & contracts management group.
- Responsible for performing periodic performance reviews and annual goal setting.
- Balances competing priorities to meet departmental and program-specific timelines.
- Effectively and continually prioritizes group's work load to meet the needs of the department.

Internal and External Contacts:

- Internal interaction with Legal, Global Procurement, Risk Management, Regulatory, Clinical & Medical Affairs staff.
- External contacts include CROs, laboratories, clinical investigative sites, and others as necessary.

Other:
Less than 10%domestic and international travel.Minimum RequirementsEducation and Experience Requirements:

BA/BS required, MS, MBA preferred.
7-10 years of related outsourcing and contract experience.
Clinical and/or Medical Affairs experience required.
