Job Description
Dow Jones is currently recruiting for a Senior Sourcing Manager with demonstrated success and IT sourcing and procurement. The position is responible for managing the full life cycle of outsourcing including competitive bidding process, service provider selection, contract negotiating, building strong relationships with internal and external legal, as well as with Dow Jones stakeholders to determine scope of work, statements of work including service level agreements, transitioning to the provider, and providing ongoing governance of existing engagements. Additional responsibility includes providing escalation support, dispute management, and resolve conflicts in regards to the engagements. Responsibilities:
Manage multiple large, complex outsourcing programs (some of which are offshore).
Lead the negotiations and contract process. Draft contract language as liaison with legal to ensure provider performance and optimal terms in master services agreements and statements of work. Partner with Dow Jones stakeholders to determine objectives and scope and ensure that all are incorporated into the statement of work with appropriate service levels.
Determine appropriate levels of service to ensure that any sourced functions are performed with a high quality of service which is measurable and can be reported back to Dow Jones.
Lead competitive bidding processes and/or targeted negotiations. Define approach, determine roles and responsibilities, document objectives and strategy, analyze responses, guide discussions, and summarize findings making a recommendation to senior management on decisions to outsource.
Liaise with Human Resources, Legal, Security, and Finance on all appropriate outsourcing matters
Program manage the transition of all outsourcing projects, including determining the transition plan, documenting acceptance criteria, and ensuring the provider is prepared to take over the outsourced functions prior to go-live.
Act as a liaison between external outsourcing providers and the internal consumers for services including: support of escalations, disputes, or settlements with respect to all outsourcing engagements. Ensure appropriate terms and conditions are in place with the providers to protect Dow Jones should any issues arise.
Measure and report performance relating to performance, service level achievement, contract compliance, customer satisfaction, escalations, spends and savings.
Manage contractual change management and create and negotiate any required amendments.
Lead required sourcing efforts to ensure end of term renewal options are considered and executed.
Qualifications:
Minimum of 10 years of experience focusing on strategic sourcing and outsourcing within Information Technology
Demonstrated experience in negotiating and managing large engagements in IT and outsourcing.
Strong negotiation skills for complex targeted master service agreements and statements of work.
High level of initiative and ability to work in a team environment, with ability to manage multiple projects simultaneously, including multiple competing priorities while meeting tight deadlines.
Demonstrated leadership and results in team facilitation, problem solving skills, communications and collaboration, excellent written and oral presentation skills.
Plans and carries out responsibilities with minimal direction and works well under pressure.
Four-year college degree in business or technical area or equivalent business experience. M.B.A. desirable.
