_D__ESCRIPTION OF DUTIES/ ESSENTIAL FUNCTIONS_
Supervises a variety of engineering activities to identify, evaluate, and manage the engineering and construction of the Northeast Water Purification Plant Expansion (NEWPP), a Design-Build project. The implementation of the expansion will require construction management and design support. Manages to facilitate the delivery of quality infrastructure projects as well as timely administration and completion such that project goals are reasonable achieved in accordance with the baseline schedule and cost, under the direction of the Project Director. Provides construction management during the implementation of construction. Provides supervision and coordination of technical personnel and projects, or may supervise multiple contracts and projects of extensive monetary value to the City. Provides technical analysis and information to develop solutions and improve systems and plans. Prepares and reviews contract addendums, reports, plans, projects, and design standards. Establish goals, develops, and evaluates performance of personnel and/or projects. Conducts on-site project inspections and investigations. Responds to inquiries by departments, consultants, agencies and the general public. Negotiate contracts, evaluate bid documents and assist in selecting bid awards.
The position is physically comfortable; the individual has discretion about walking, standing, etc.
This is a Department of Public Works and Engineering Emergency Management Position at the Tier III Level.
_MINIMUM EDUCATIONAL REQUIREMENTS_
Requires graduation from an approved curriculum in engineering by the State Board of Registration for Professional Engineers with satisfactory standing;
Requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board, and passage of the eight-hour fundamentals of engineering examination prescribed by the Board.
_MINIMUM EXPERIENCE REQUIREMENTS_
Six (6) years of active practice in engineering work after graduation from an approved curriculum in engineering, with two of the years as a licensed Professional Engineer are required.
_MINIMUM LICENSE REQUIREMENTS_
Requires registration as a Professional Engineer. Requires a valid Driver's License and compliance with the City of Houston's policy on driving.
Preference will be given to candidates with experience in Utility Operations at Surface Water Treatment Plants and those who have TCEQ Water Operator Licenses (A, B, C, or D).
Preference shall also be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

However, the department may administer a skill assessment evaluation.
