SUMMARY: Manages, coordinates, and evaluates all elements of financial, material and human resources in the provision of nursing care to assigned group of patients in accordance with the service and missions of the institution.

ESSENTIAL DUTIES AND RESPONSIBILITIES: include the following. Other duties may be assigned.

1.0 1.0 Manages personnel to ensure the availability of an appropriately credentialed, clinically competent, well-developed cohesive work force to meet patient care needs.

1.1 1.1 Advises the Director/Manager on the hiring, retention, interviewing and recruitment of staff.

1.2 1.2 Functions as a staff role model by promoting cooperative problem solving, individual and group goal orientation, appropriate delegation of departmental activities and fostering team building through individual coaching and counseling, regular attendance at staff meetings, annual performance appraisals, and active participation in the activities of the department.

1.3 1.3 Performs on-going written performance reviews according to hospital policy.

1.4 1.4 Provides on-going feedback to employees concerning job performance. Coaches and counsels employees, under the direction of the Director/Manager.

1.5 1.5 Participates in unit and house-wide performance improvement initiatives.

1.6 1.6 Using available data, makes appropriate clinical decisions regarding complex, predictable and unpredictable situations affecting patient care, medical-legal issues, bed coordination, unit staffing, etc.

1.7 1.7 Initiates, appropriate actions in emergencies such as: power failure, disaster, fires, etc. Coordinates communication between units.

1.8 1.8 Facilitates and mediates when conflict occurs between units, groups or individuals. Reports incidents to the appropriate individuals.

1.9 1.9 Assists staff in nursing and other departments to resolve problems that impact the delivery of patient care during the off-shifts. Collaborates with the Charge Nurse and Unit Manager as necessary. Keeps the House Supervisor and Director/Manager informed regarding the situation and its outcome as appropriate.

1.10 1.10 Assesses the immediate staffing needs based on consultation with the charge nurses and/or House Supervisor

1.11 1.11 Receives report from the Unit Manager (via one-on-one, phone, email, etc.) regarding unit issues that may need additional follow-up or monitoring.

1.12 1.12 Completes special projects as assigned.

2.0 2.0 Engages in fiscal activities in order to ensure the availability of supplies, equipment, and human resources to meet patient care needs in a timely cost effective manner.

2.1 2.1 Monitors on a continual basis all personnel and current expense budgets providing information and/or justification of variances to the Director/Manager.

2.2 2.2 Makes recommendations for preparation of the budget for his/her cost center annually.

2.3 2.3 Assures the most economical utilization of time, materials and resources through the review of workflow and staffing patterns in order to achieve optimal productivity and to provide cost effective staffing patterns that ensure appropriate utilization of staff and skill mix to provide patient care.

3.0 3.0 Maintains effective communication with Medical staff, patients, staff and other departments as necessary to assure identification of problems and provide problem resolution in support of the hospital s mission of quality patient care delivery.

3.1 3.1 Communicates effectively and problem solves with physicians, nurses, and other personnel to resolve issues
in a timely manner.

3.2 3.2 Through daily shift rounds, assesses patient/family satisfaction issues and takes appropriate action to resolve.

3.3 3.3 Promotes customer satisfaction through response to customer perceptions of services provided in a professional and constructive manner. Ensures the establishment and implementation of a unit culture that is responsive to patients and families.

3.4 3.4 Participates in various activities (i.e. staffing meetings, in-services, etc.) to assist Director/Manager in the dissemination of necessary information to staff, physicians, and others by written and/or verbal means.

3.5 3.5 Assists Director/Manager in the dissemination of necessary information from prepared reports (i.e. workload, financial, utilization, etc.)

3.6 3.6 Communicates employee concerns to Director/Manager, as applicable.

3.7 3.7 Effectively supports the Nursing Services on the off-shifts, to support the goals and philosophy of Nursing Services.

3.8 3.8 Assesses each unit s activity level during rounds. Confers with the unit Charge Nurse regarding unusual patient care situations or other concerns identified.

3.9 3.9 Responds to emergent situations, assesses the need for additional help, coordinates plan for patient transfers, if necessary, and ensures family support.

3.10 3.10 Displays expertise when assisting with clinical nursing issues and consults with other professionals as needed.

3.11 3.11 Consults and refers staff to appropriate Policies and Procedures, Standards of Practice or other references for clarification and/or direction.

3.12 3.12 Supports and assists with service recovery initiative involving patients, families, and all other customers.

4.0 4.0 Assures the adherence of all standards and policies as set forth by WVUH and
the accrediting bodies for the purposes of licensure, regulation and accreditation.

4.1 4.1 Assures the completion of quality control procedures, and appropriate documentation.

4.2 4.2 Participates in the development, review, and communication of policies and procedures ensuring information is available for staff in a timely manner and incorporates into unit practice routines.

4.3 4.3 Assists Director/Manager in coordinating all departmental function in preparation for inspection by accrediting agencies, and for licensure, ensuring compliance.

4.4 4.4 Assists Director/Manager in timely follow-up of incident reports.
