Responsible for daily operations of a training development team, providing direct supervision of the staff, assignment of work, schedules, task analysis, day to day workflow, budgeting, proposal support, and program status reporting\. Supervisory responsibilities include the planning and program performance addressing cost, schedule, technical performance, and quality of assigned technical services\-type development contract\. Provides direct supervision of exempt employees, and broad responsibility for all aspects of program performance, hiring, and routine personnel actions\. Monitors daily operations of assigned work unit and actively assists and provides direction to subordinates as required\. Executes department policies and precedents to ensure projects are completed following established procedures and schedules\. Reviews work for adequacy in meeting objectives, quality standards, and program goals\. Becomes actively involved in daily operations when required to meet schedules or to resolve complex problems\. Conducts briefings and participates in technical meetings for internal external representatives concerning specifics operations\. Recommends modifications to operating policies\. Serves as liaison between subordinates and program management staff, reporting status of projects, program phases, staff, and budgets\.Basic Qualifications:
Bachelor's degree in the field of Education, Business, or appropriate technical discipline and six \(6\) years of specialized experience or four \(4\) years with Master's degree required\. Strong interpersonal and organizational skills as well as oral and written communication skills are required for the position\. Candidate must have experience in training development and/or technical instruction and have knowledge and experience in Instructional System Design \(ISD\), adult learning theories, and training philosophies\. Candidate must understand the daily tasks, budget, and scheduling requirements that impact the performance of the contract and be able to communicate project status, milestones, and technical advice to management staff and the customer\. Candidate must have the ability to research engineering data, technical manuals, and utilize subject matter experts, team members, and established processes to complete complex training materials, schedules, and related projects with minimal guidance\. Proficiency in respective computer skills associated with the professional position required\. Candidate must have a current US DoD Top Secret security clearance and be willing to submit to polygraph\. Additionally, the ability to obtain and retain a Program Security Clearance is required as condition of employment\.Preferred Qualifications:
Degree in Education, Psychology, Business, or related field preferred\. Experience as a qualified mechanic, technician, or operator in a technical field such as aircraft, ship, missile, or space systems desired\. Experience leading or supervising a team of training developers or technical writers preferred\. Proficiency in data development, electronic technical publications, training development, adult learning theories, or graphic illustrations highly desired for the supervisory position\. Position requires proficiency with the Microsoft Office Suite, Evolution Learning Management System or similar training development software, scheduling tools, and an ability to quickly learn and become proficient in related software used for training development, project tracking, and presentations\.Northrop Grumman is committed to hiring and retaining a diverse workforce\.
