Availability Needed Immediate fill Scope of Work The System Engineer Associate will assist the Government in quality management with a focus on continuous process improvement using recognized industry standards and best practices, such as IT Infrastructure Library (ITIL), International Standards Organization (ISO) 15288, and International Council on Systems Engineering (INCOSE) Systems Engineering Handbook, CapabilityMaturity Model Integration (CMMI), Six Sigma ISO-27001, and Program Management Institute (PMI) standards. Job Details Detail of duties or tasks to accomplish: Supporting the conduct of assessments to compare NSD processes to best practices and identify gaps. Determining recommended improvements and developing a Process Improvement Plan that identifies the improvements that will be performed and the timeframe for those improvements. Defining and improving plans, processes, and procedures, including, but not limited to those supporting the concept of operations; operational, functional, and system requirements; program management plan, budget, and schedule; security; architecture; design; test and evaluation; release management; operations; logistics. Defining the roles and responsibilities for the processes to minimize disputes over responsibility for change defect identification and correction, both organizationally and contractually. Developing a list of criteria to determine if a proposed change may best be addressed by a new block, project, or an engineering change within a project. The focus of this work shall be to ensure scalability of change management for cost-effectiveness. Developing agendas for process improvement meetings, capturing and communicating meeting minutes, and coordinating process improvement activities. Maintaining and updating a best practices repository. Conducting proactive implementation of the activities necessary to institutionalize plans, processes, and procedures. Providing feedback on results of process improvement efforts. Developing and executing a measurement plan to support measurement of project progress and process performance in support of making decisions and taking corrective actions. Measuring and increasing NSD agility, by improved user integration, faster development cycle times, and improved performance measurement available to users and customers. Skills/Technical Expertise Required - Technical Writing - Experience with ITIL, (ISO) 15288, INCOSE, CMMI, Six Sigma, PMI - SCRUM Master - Project Management Certification a plus - Excellent verb and written skills. Preferred - Experience with Process Improvement Minimum Requirements TS clearance with capabilities to obtain SCI. Bachelor s degree with 0 4 years of Configuration Managment Support experience.
