Reporting to UCEAP's IT Director, this is a senior level, technical project management role, to support the team responsible for development and implementation of a replacement cloud-based, enterprise-level, student information system My EAP II, for UCEAP. The system will include a catalog of program options for study abroad, program course catalog, student application management for outbound and reciprocity students, student financial account management, grade management, and other functionality as defined by the functional requirements.

The goal for MyEAP II is to implement related-but-independent subsystems: one that handles reciprocal exchange student applications and processing, and the other that handles outbound student applications, programs, course catalogs, student finance, and grades. These systems are to be developed for cloud-based deployment on a Linux/Apache/MySQL/PHP (LAMP) software stack using the Drupal platform.

MyEAP II will integrate into the new Drupal website such that the website can pull data from the MyEAP II data storage location and populate a variety of program information on the site.

The Project Manager is responsible for managing the implementation of resources and team members on primarily Drupal/web based engagements for this project and is responsible for the overall success of the implementation of this enterprise-level project, including time and resource management, financial planning, scope management, issue and risk management, and project execution. The Project Manager is also responsible for making sure projects and sub-projects are completed within a certain set of pre-defined restraints. These restraints will involve schedules, budgets, personnel, materials and contracts.

The Project Manager plans, directs, and monitors the work produced by the extended project team, including planning and implementing appropriate quality assurance activities, and is responsible for managing stakeholder relationships, including general ongoing communications, negotiation of scope and schedule changes, key risks, issue resolutions, and ongoing progress reporting.

Collaborates with Project Lead in conducting business analysis and requirements gathering processes which include working with a variety of users and stakeholders in assessing their processes, needs, and objectives, and proposing solutions and recommendations.

Minimum Requirements
BA/BS Degree and 2+ years' technical project management experience in a higher education or similar complex organizational environment, or equivalent combination of education, training and experience.

3+ years' experience working on projects related to Web sites/Content Management Systems.

Advanced project management skills, with the proven capability of managing multiple technical, enterprise-level projects and/or sub-projects simultaneously.

Ability to efficiently and effectively manage complex technical projects by: understanding overarching goals of a Drupal project, informed by a well-rounded web skill set; forecasting project timelines and resources; identifying process gaps and documenting steps to rectify them; analyzing project results; identifying problems; and, determining/implementing resolution through corrective actions.

Experience facilitating business analysis and requirements gathering processes: working with a wide variety of project participants to evaluate processes, assess needs and business objectives, and propose alternative solutions and recommendations.

Excellent verbal and written communication skills: ability to lead and engage project and work teams effectively; demonstrated ability to manage stakeholder communications and produce clear, well organized guidelines, procedures, documentation and correspondence.

Ability to evaluate and address key risks, including negotiation of scope and schedule changes, technical/process issues and resolution, and ongoing progress reporting re same.

Ability to develop schedule, resource and cost estimates for software and/or Drupal-specific web projects.

Working knowledge of leading software project management tools, trends and Waterfall/Agile methodologies preferably with experience in Agile/Scrum.

Proven ability to lead, influence and accomplish goals involving diverse project participants: technical, non-technical, executive, and vendors.

Ability to lead workshops with and facilitate decision-making for various groups of individuals that often have competing goals.

Experience in leading business analysis and requirements gathering processes which includes working with functional units in assessing their processes, needs, and objectives as well as proposing alternative solutions and recommendations.

Ability to provide technical support for client training and to participate in business development opportunities.
