The role of the Vice President of IT Development Services is to provide vision, leadership, and direction to the Development team, which includes formulating long term goals, managing the deployment of resources, and prioritizing needs. The VP Development Services is the focal point for providing the capabilities to acquire, develop, and support the applications portfolio. This role will report directly to the CIO, and be a member of the IT Senior Leadership Team and IT Governance Committee.


The Vice President of IT Development is accountable for the following areas of PHH s IT Operating Model:
* Strategy and Planning
o IT Architecture
Establishing responsibilities for the development and documentation of the IT Architecture design which consists of business, application, infrastructure, and supporting technologies
Collaborate with the Chief Architect to implement processes for the management, documentation and deployment of the enterprise IT Architecture, including data, applications and infrastructure architecture
* Research & Development
o Pilot / Proof of Concept
Define pilot projects to test new ideas, technologies and tools, as required.
Design technology approaches to validate new concepts or applications of existing technologies
* Initiate & Develop
o Development / Acquisition Strategy
Establishing responsibilities for the creation, execution, and documentation of the strategy for development and acquisition which consists of identifying solutions (buy/build analysis), managing requirements definition, and managing development / acquisition projects
o Business and System Analysis
Establishing responsibilities for the execution and documentation of business and system analysis which consists of business requirements definition, functional specifications, and support of business intelligence
o Development / Quality Assurance
Establishing responsibilities for the execution and documentation of the development and quality assurance processes which include development, testing, system documentation, and quality assurance testing
o Technical Design
Establish responsibilities for the development, socialization and documentation of the technical design of the technology environments supporting PHH
* Deploy IT Solutions
o Release Management
Define and direct the release management process, which includes release governance, release support, and secure source code delivery
Define control and quality standards for all release management processes
* Sustain & Maintain
o Maintain & Enhance Applications
Establishing responsibilities for the execution and documentation of maintaining and enhancing applications which includes error correction, minor enhancements, on demand / ad hoc support, operations support, preventative maintenance, and support of regulatory updates
* Deliver IT Services
o Application Support
Establishing responsibilities for the execution and documentation of application support which includes logical DBA support, on demand / ad hoc support, and operations support

* General:
o Understands the overall strategic direction and business objectives
o Determines, evaluates and modifies goals to meet strategic needs and business objectives
o Addresses business objectives with a longer-term perspective
o Communicates a compelling vision based on the strategic direction and business objectives
o Suggests alternative strategies or development alternatives for enhancing existing strategies
o Develops contingency plans and back-up plans to meet strategic needs and business objectives
o Manages resources (people, budget, technology)
o Manages vendors in accordance with the IT Vendor Management Program
o Owns and manages controls in accordance with the Control Framework
o Creates (as necessary), monitors and reports Key Performance Indicators (KPIs)
* Customer:
o Partners with customers to develop a broad long-term appreciation for needs
o Develops and manages complex internal/external customer relationships for long-term value
o Acts as an advisor to the customer
* Talent Development:
o Plans, coaches, reviews performance and develops direct reports
o Identifies and develops high potential direct reports
o Arranges formal training, or other experiences to foster learning and development
o Recognizes collective weaknesses or developmental needs and takes steps to address them


To perform this job successfully, an individual must have the following education and/or experience:
* Required:
o Bachelor s Degree or relevant work experience
Preferred Majors: Computer Science, Information Systems/Technology, or a closely related field
o Minimum 10+ years of Senior IT leadership experience at large complex organizations, including leading centralized and/or matrixed teams
o Minimum 10+ years of related IT experience with extensive work experience in a technical environment, managing systems development and implementation projects
o Minimum 10+ years in a technical leadership role with 5+ years managing combination of employees and consulting/contractors and managed services contracts (Onshore & Offshore)
o Experience in the Financial Services Industry
o Experience with IT industry standards including COBIT, ITIL, FFIEC, NIST and ISO 27001
o Experience in financial management
* Preferred:
o Master s or Another Advanced Business Degree
Preferred Majors: Computer Science, Information Management, or Business Administration
o Experience in the Mortgage Industry
o Experience in Banking
o Level 1 TOGAF Certification, or experience in managing IT Architecture processes

* Aware of multiple application development methodologies (Agile, Waterfall etc.) and is willing to use industry software delivery best practices to achieve business objectives
* The ability to communicate complex and technical issues to diverse audiences, verbally and in writing, in an easily-understood, and actionable manner
* Proven ability to manage a large diverse set of people, projects, budgets, administrative tasks, and cost
* Excellent communication skills (both written and verbal) with strong presentation and facilitation skills at all levels in the organization (from individual contributor to executive level)
* Demonstrated ability to influence and consult (providing options with benefits, risks and challenges) while providing thought leadership to stakeholders in solving process and/or technical problems
* Deep understanding of the IT lifecycle and related planning processes
* Demonstrated experience delivering results, finding innovative solutions, managing and leading in a fast paced dynamic complex environment
* Strong knowledge of outsourcing and software licensing contract structures and practices
* Effective bartering and negotiation skills
* Ability to deal tactfully with vendors, suppliers, and contractors who provide a broad spectrum of products and services
* Experience at working both independently and in a team-oriented, collaborative environment is essential
* Has comprehensive understanding of relevant industry issues
