The URC Quality & Performance Institute (QPI) is a division of URC which serves as an organizing force to bring together best practices, staff experience, partnerships, and documentation on improving health care at URC. The USAID Applying Science to Strengthen and Improve Systems (ASSIST) Project is URC s flagship project in quality improvement.

ROLES AND RESPONSIBILITIES:
Reporting to the USAID ASSIST Project Director and Senior Vice President for the Quality and Performance Institute and collaborating closely with the various members of the division, the ASSIST/QPI Administrative Director will be responsible for managing a $50 million a year budget, including a global centrally procured cooperative agreement with approximately 30 countries. Some specific roles and responsibilities, but not limited to, are the following:

* Manage contractual, financial, and human resources functions for the division including budgeting; management reporting and accounts analysis and procurement. These are conducted in accordance with applicable financial policies and procedures of URC and donors.

* Preparation and presentation of financial statements and approvals with partners/donor agencies.

* Ensure that internal contractual, financial, procurement and administrative procedures are in accordance with the laws and other requirements of URC and host countries for all QPI projects.

* Responsible for the supervision of administrative staff on ASSIST/QPI. Also, responsible for training and support to staff accountable for the on-going implementation of the organization s policies and procedures to ensure URC and partner/donor agency standards are met.

* Assist in the development of both short-term and long-term divisional strategic goals and objectives as well as continuous improvement of procedures and processes for host country offices;

Minimum Qualifications:
Required Experience & Qualifications

The preferred candidate is expected to possess the following:

* This is a key personnel position on the USAID ASSIST Project. It requires 10 or more year s progressive experience in the administration of multi-country development programs with demonstrated success in leading contractual, financial and related management activities, including experience with USAID core-funded contracts and cooperative agreements.

* Experience managing the contractual, financial and administrative aspects of large multi-partner international donor projects.

* Proven success working in team environment with program staff on a multi-site project.

* Ability to build and foster partnerships with a multicultural and geographically dispersed staff members and partners/donor agencies based in US and host countries.

* Ability to produce results in a fast-paced multi-tasked environment.

* Demonstrated analytical skills and decision making ability in complex and sensitive scenarios

* Excellent and effective communication skills, both oral and written.

* Appropriate qualifications, work experience, and credentials required to carry out the work.

* Fluency in both spoken and written English is required. Fluency in additional languages (French or Spanish) or other languages is an advantage.
