Position Description: As part of, and aligned with Business Unit senior leadership. Has oversight of corporate citizenship and other programs. The Community Affairs Director may have supervisory responsibility for one or more Community Affairs Coordinators. Reports To: General Manager Essential Duties & Responsibilities: Minority and Women Business Enterprise Program: Develop, prepare and execute the M/WBE Program for the Business Unit based on established goals and objectives. Actively promote employee awareness of, and engagement with the Program. Provide input and direction to Operations as to the level of first and second tier M/WBE participation on all projects to achieve established Company goals. In conjunction with Purchasing, manage the submission of an M/WBE Utilization Plan by prime subcontractors as part of their contract. Manage compliance with M/WBE reporting requirements, including identifying and establishing reporting standards, and related policies and procedures, and developing and implementing system reporting solutions. Establish and direct a process to ensure that current written documentation/certifications validating the legitimacy of minority and women business enterprises are secured. Establish and direct a process to ensure that the Business Unit directory of potential certified M/WBE bidders is compiled, distributed and updated on a regular basis. Identify potential minority and women business enterprises and evaluate their qualifications to successfully compete for contracts. Facilitate introductions between majority subcontractors and minority subcontractors. Collaborate with Estimating and Purchasing departments both during preconstruction and during project buyout to increase bid opportunities for qualified M/WBE-owned businesses. Obtain feedback with regard to M/WBEs bid responsiveness. Provide guidance to clients to assist in the advancement of their M/WBE programs as they relate to our projects or potential projects. Develop and direct project-specific programs, including corresponding operational policies and requirements and organization of events, to encourage the participation of M/WBEs. Actively engage with local, community, federal, state, and city organizations that implement efforts needed to increase the use of M/WBEs. Operations Develop, submit, and implement a Community Affairs business plan that aligns with Business Unit objectives and incorporates Community Affairs activities into core business. Working with Human Resources, participate in administering policies and programs relating to Affirmative Action, Equal Employment Opportunity, Compliance and Diversity. Ensure Business Unit compliance with OFCCP regulations. Serve as the representative of and liaison to the Community Affairs organization, with respect to all other Business Units of the Company. Communicate with the Company s Compliance Officer regarding the ethics program for Community Affairs. Review and advise Business Unit leadership regarding Business Unit M/WBE participation and workforce utilization. Attend the 1A project meeting to align project goals with Community Affairs goals and gain early support and involvement from the project team. Research and analyze the impact of economic and social issues and trends facing the Company to develop a Community Affairs Plan that ensures that Community Affairs goals are linked with the Company s, Business Unit s, and Region s goals and objectives. Develop, submit and manage a comprehensive plan/budget on an annual basis. Develop a business strategy to provide leads and enhance opportunities to increase sales. Provide information for proposals and participate in sales presentations for potential projects. Develop internal audits and reporting systems to measure the effectiveness of programs. Participate in business-related conferences; identify opportunities to present content and training. Community Outreach Develop and lead the delivery of the Turner School of Construction Management, engaging key Turner personnel and other external organizations and partners in strategic locations throughout the region to provide a customized program. Develop and lead a comprehensive Youthforce 20/20 Program and other educational programs. Oversee the creation of records and administrative reports on the utilization of minority and women trades persons and/or local residents on Company construction projects where required. Actively engage with ethnic contracting associations, community-based organizations and advocacy groups to facilitate the participation of their members on construction projects or in special programs. Represent Turner at various community, business and educational events. Advise management on local public issues regarding minorities, women and other social and community concerns. Identify relevant and appropriate opportunities for the Company s participation in local activities and social projects, and lead that participation. Analyze impact of participation and contributions on business goals. Develop and implement employees involvement in Community Affairs initiatives that promote a positive culture within Turner and foster connectivity of Turner staff. Help identify appropriate staff to assist with the planning and execution of programs.
