The agency s Office of Research Integrity (ORI) has been responsible for helping staff conduct high-quality work while implementing safe, sound, and ethical practices consistent with the Office for Human Research Protection s compliance requirements. We support all stages of work from the infancy of proposal planning through award, modification, renewal and project completion. When required, ORI provides support for review by WestEd s Institutional Review Board (IRB). ORI also collaborates with departments and programs to offer ongoing regulated research-related educational training opportunities for staff. This includes online resources, consultations, brown bags, in-office days, and workshops. In addition, ORI oversees the continuing education component for staff engaged in human subjects research. Continuing education in human subjects research practices and regulations is required for all staff engaged in human subjects research. WestEd works with the Collaborative Institutional Training Initiative (CITI) Program to supply this online training.

WestEd s ORI team has been partnering with WestEd s Information Services team to provide oversight and integrity to data security for all WestEd projects, whether or not they are regulated research studies or require other federal and/or contract specific oversight. WestEd seeks to bring the leadership for these research oversight functions together in a new position, as the Director of Research and Information Security.

POSITION DESCRIPTION

The Director of Research Integrity and Information Security will oversee the existing Office of Research Integrity and its existing oversight of regulated research and WestEd policies and practices in designing and implementing high-quality and ethical research. The new Director will also assume responsibility for data security oversight, by updating and implementing the agency-wide initiatives to ensure proper storage of, handling, retention, and destruction of protected data; by developing internal processes to secure data for both regulated and unregulated studies; by overseeing the process for approval of data security plans in the proposal development phase; and by developing and implementing processes to ensure compliance throughout the life of a WestEd project. The Director will lead a cross-departmental Information Security Committee including the ORI manager, the Chief Administrative Officer, and representatives from Information Services, Finance and Contracts, Resource Development, and other offices. The Director will also participate in cross program meetings such as PLCs when appropriate and relevant to research integrity and security.

RESPONSIBILITIES

Conduct the ongoing work of the ORI team and convene the IRB to oversee human subjects research, IRB, or formal exemption determinations; support human subjects research consultation and guidance; consult on consent process; provide staff training and education
Manage a small team of 3-5 people and work with team members with indirect reporting relationships
Provide coordination between WestEd and external IRBs when required
Primary management responsibility for agency-wide data security efforts, policies and procedures, and designated as the Information Security Officer for WestEd
Oversee response and problem solving to any research integrity or security breach in partnership with program leadership; report regularly to executive leadership and CEO on mitigation efforts
Provide proposal support for human subjects narratives and ORI/IRB-related needs
Consult on MOU and data security agreements (in collaboration with other departments)
Collaborate on data security efforts with Information Security Committee, Information Services team, and other departments as necessary
Coordinate with federal agencies on annual institutional certifications and research non-compliance reporting
Deliver mandated reporter training and provide resources (in collaboration with general counsel)
Develop and deliver training on research integrity and data security to staff at all levels of the agency on a regular schedule to ensure compliance

QUALIFICATIONS

Advanced degree, masters or higher, PhD preferred, or equivalent education and experience in a relevant area are highly desirable.
Demonstrated experience and previous leadership role in research design or data security management in an academic or research setting.
Understanding of best practice in technology-rich environments for privacy and security; familiarity with both cloud-based and server-based data storage and retrieval
Comfortable and effective working in academic, policy and political, and K 12 education environments.
Excellent organizational, administrative, managerial, and interpersonal skills. Demonstrated ability to understand large contracts and budgets; demonstrated ability to work collaboratively and effectively with diverse staff, colleagues, and clients from across the organization and the state.
Superior communication skills, including excellent writing and powerful presentation skills; comfort with large and small groups and with diverse audiences.

Ability to travel, primarily within California.
