JOB DESCRIPTION

Description:
The Transition of Operations (ToO) Process Preparations
and Project Management is seeking a Senior or Principal
Engineer to join our team. This engineer will work with
other ToO units and engineers to develop and document
product line startup project plans.
To meet this need, this engineer will have experience
with project management, production line planning, and
have a proven engineering background. The engineer will
have previous experience with planning and executing
engineering activities for production preparations.
Senior Engineer
Specific duties of a Senior Engineer include:
* Delegated broad engineering responsibility for all
aspects of assigned tasks with limited direction.
* Interface with other Program organizations to
accomplish objectives.
* Provide technical support and oversight for field
operations.
* Team with and provide technical leadership for the
technical efforts of other personnel performing
related phases of a technical program.
* Apply knowledge of NAVSEA requirements to work
assignments.
* Participate in standing technical committees.
* Provide proactive leadership for area of cognizance
to address legacy issues, develop process
improvements, or maintain historical knowledge.
* Perform work planning to accomplish major projects
to meet project and scheduler requirements. Align
resources, identify risks, and prepare mitigation
plans to meet major milestones.
* Prepare cost and schedule estimates and performance
measures.
* Communicate as necessary to ensure customer and
senior manager understanding of project status.
* Perform analytical evaluations which may include the
development and application of complex computer
models.
* Apply system knowledge to technical and operation
problem solving.
* Prepare and support coordination of revisions to
technical manuals. Issue technical reports and
recommendations.
* Ensure documentation is in accordance with NR
Program quality standards.
* Initiate, coordinate, design, develop, test, and
implement engineering research and design projects.
* Understand and implement the BMPC engineering
policies and procedures in area of cognizance and
related to work.
* Obtain and retain necessary qualifications to
perform assigned duties.
* Other duties as assigned.
Principal Engineer
Specific duties of a Principal Engineer include:
* Delegated broad engineering responsibility for all
aspects of assigned tasks with little to no
direction. Responsible for timely execution of
assigned budget and schedule.
* Interface with organizations internal and external
to the Program.
* Provide technical support and oversight for field
operations.
* Provide technical and programmatic leadership in
assigned area of responsibility which includes the
mentoring and training of other personnel.
* Serve as a technical and/or operational expert or
consultant to other Departments or on standing or ad
hoc committees.
* Provide proactive leadership for area of
responsibility to anticipate needs of the customer
or end user and initiate actions to obtain
concurrence and support for new work.
* Perform work planning for major projects, ensure
resources are aligned, and execute risk and
mitigation plans. Exercises leadership influence to
ensure that project and scheduler requirements are
met.
* Actively monitor performance and initiate corrective
actions as necessary and deal with unforeseen issues
as they arise. Participate in strategic planning.
* Develop original experimental or analytical methods,
approaches, or procedures. Define specifications for
experimental or analytical models to provide
advanced technology in a specialized field.
* Integrate system knowledge and design and perform
tests as necessary to solve engineering problems
and/or programmatic problems.
* Initiate and
* Train and mentor others in the implementation of
NAVSEA requirements and policies.
* Initiate and coordinate revisions to technical
manuals and maintain historical documentation. Issue
technical reports and recommendations which require
judgment and interpretation. Ensure documentation is
in accordance with NR Program quality standards.
* Originate programs to seek new analytical approaches
to problems.
* Evaluate the results of experimental or analytical
programs and prepare reports and recommendations
based on these evaluations.
* Obtain and retain necessary qualification to perform
assigned duties.
* Other duties as assigned.
Requirements:
Senior Engineer:
BS degree in engineering from an accredited college or
university and a minimum of six years of relevant
experience based on exceptional performance trend; or
MS degree in engineering from an accredited college or
university and a minimum of four years of relevant
experience based on exceptional performance trend.
Principal Engineer:
BS degree in Engineering from an accredited college or
university and a minimum of nine years of relevant
experience based on exceptional performance trend; or
MS degree in Engineering from an accredited college or
university and a minimum of seven years of relevant
experience based on exceptional performance trend.
