The selected applicant will become part of Northrop Grumman's NEO Horizon program, formerly called United States Computer Emergency Readiness \(US\-CERT\), responsible for analyzing and reducing cyber threats and vulnerabilities, disseminating cyber threat warning information, and coordinating incident response activities\. NEO Horizon provides advanced network and digital media analysis expertise and defends against malicious activity targeting networks within the United States and abroad\.The Mgr Software Development 1 position will be located in McLean, VA\.Position Description:

- Provide leadership and guidance to a team of developers ensuring missions are met\.
- Meet with customer and teammates to develop technical solutions to complex problems which require the regular use of ingenuity and creativity\.
- Oversee design and development activities for creation of prototypes, modeling and simulation, determination of interfaces, and technical feasibility analysis\.
- Direct and manage implementation analysis, design, development, enhancement and testing of application software which includes such diverse applications as distributed systems, communications systems, graphical user interfaces, and simulations; direct and/or perform integration of COTS and other existing code; determines feasibility of commercial technologies for various applications\.
- Employ strong analytical skills required to understand specific customer domains and drive technical solutions\.
- Produce work products, including projects/pilots/prototypes, presentations/briefing, software/change documentation, meeting notes, graphics, and animation\.
- Manage application and software architecture support, requirements analysis, process execution and evaluation, selection and evaluation of COTS/GOTS tools, and integration \(with both new and legacy systems\)\.
- Manage applicable programming language support related to Windows OS variants, Python, Perl, JavaScript, JAVA, J2EE, UNIX scripting languages, and others\.
- Conduct multidisciplinary research and collaborate with equipment designers and/or hardware engineers in the planning, design, development, and utilization of electronic data processing systems for product and commercial software\.
- Analyze system capabilities to resolve problems on program intent, output requirements, input data acquisition, programming techniques and controls\.
- Act independently to uncover and resolve issues associated with the development and implementation of operational programs\.
- Work effectively with a diverse group of Information Technology and Security professionals in the federal government and the private sector\.
- Identify, organize, and prioritize projects and requirements to deliver quality results in a timely manner\.
- Present complex technical concepts clearly, to both technical and non\-technical audiences\.
- Manage multiple tasks and deliverables within scheduling requirements against strict deadlines\.Basic Qualifications \-To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:

- Bachelor's Degree in a related technical field and 10 years' experience with strategy, scheduling and planning is required\.
- Active Top Secret with SCI eligibility is required\.In addition, selected candidate must be able to obtain and maintain a favorably adjudicated DHS background investigation for continued employment\.
- Previous experience leading contract teams on a customer site\.
- Ability to focus teams on mission end states and achieve desired results\.
- Demonstrated experience leading in software development environments\.
