* Northrop Grumman's Technology Services Sector is seeking a Chief Engineer\. The qualified applicant will become part of Northrop Grumman's Network and Infrastructures Solutions Business Unit to provide engineering and technology support to capture and proposal teams by shaping bid strategies, creating conceptual solutions, developing alternatives, assessing program readiness and risk, validating program planning and estimates\. Secondary tasks include Engineering workforce development and continuous technology education, enterprise engagement and sharing of best practices\. This role is strategic to the future of the Business Unit\.Roles and Responsibilities:
- facilitate the successful capture and start\-up of new programs through the application of proven systems engineering \(SE\) practice from the identification of an opportunity through program start; provide expert help to shape opportunities during the capture phase,- provide specialty engineering support during program execution;- review, advise, and provide assistance to programs throughout their lifecycle;- define, codify, promulgate, and enhance SE best practices and SE\-supported program management best practices across the Business Unit\.- support program execution by participation in Gate Reviews, color teams, Non\-Advocate Reviews/Independent Cost Estimates, Deep Dives, and on\-going analysis of program progress\.To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
- Bachelor's degree in engineering or a related field and a minimum of 20 years of successful system engineering, engineering management/leadership and capture/proposal experience on DOD ACAT 1 delivery contracts\.- Knowledge of commercial IT network and infrastructure technologies, products and future trends\.- Strong knowledge of the federal procurement and DOD Programming and Budgeting processes\.- Experience creating large scale developments, aligning offerings to mission needs, and creating enduring relationships with customers and industry partners\.- Experience in managing Internal Research and Development \(IR&D\) initiatives to create differentiators and expand core capabilities\.- Demonstrated knowledge in defining technical systems integration strategies, developing qualification, verification, validation and integration plans\.- Proven team leadership, team work and collaboration:
track record of leading others to accomplish team goals and objectives in support of organization objectives; effectively organizing and planning work according to organizational needs by defining objectives and anticipating needs, priorities, risks and opportunities\.- Ability to anticipate internal and external customers' needs and design, promote or support the delivery of products and services that exceed customers' expectations\.- History of delivering results, maintaining a high level of commitment to personally getting things done, delivering top quality products, making good decisions in a timely and confident manner, solving difficult problems through careful and systematic evaluation of information, possible alternatives and consequences and taking complex issues and solutions and describing them in a simple manner\.- Demonstrated ability to perform appropriate analysis to identify essential aspects of a program, gather critical data, and relate that data needed to make critical decisions on various material and non\-material alternatives- Must have a minimum of a current, active Secret clearance\.- Willingness to travel:
