The Northrop Grumman Joint C4I Department is seeking an experienced Chief Engineer to join our team in Fort Meade, MD\.This individual will support the Global Command and Control System\-Joint \(GCCS\-J\) program\. GCCS\-J is the DoD Joint C2 system of record for achieving full spectrum dominance\. GCCS\-J is a line of Joint C2 products that provide critical joint warfighting C2 capabilities to the Commander\-in\-Chief, Secretary of Defense, National Military Command Center, Combatant Commanders and Joint Force Service Commanders\. GCCS\-J provides connectivity to the systems the joint warfighter uses to plan, execute and manage military operations\. The product line includes the Global baseline, a desktop C2 application called Agile Client, and the modernized product line known as Phoenix\. Phoenix includes an enterprise cloud Data Services \(DS\) broker that provides access to data and services via web and mobile client applications\.Roles & Responsibilities:
+ Total systems oversight as it pertains to technical planning, systems integration, cost / risk analysis and effectiveness planning / execution\.+ Provide guidance for modernizing legacy systems, technical solutions, bids, research, development and reviews\.+ Technical authority for all aspects of engineering \(bids and program elements\)\.+ Will provide direction in reference to hardware / software / support / testing and will provide direction to multi\-disciplined engineering teams who manage the technical performance of the program\(s\)\.+ Maintain technical activities within program\(s\) and provide oversight to the systems engineering and program management teams to ensure the execution of program statements of work and baselines\.+ Will ensure the program is adhering to sound engineering processes in the development, production and sustainment of products for our customer\(s\)\.+ Will ensure compliance with company policies, procedures, and quality standards\.+ Will ensure compliance with DoD Information Assurance \(IA\) policies and procedures\.+ Align Internal R&D investments to Missile Defense and Protective Systems \(MDPS\) Division priorities and customer priorities\.Basic Qualifications:
+ A Bachelor's Degree in Computer/Systems Engineering or related technical discipline and 14 years of direct application experience is required\. A Master's Degree and 12 years experience or a PhD with 9 years experience may also be accepted\.+ Experience with systems architecture and DoD operations\.+ Solid experience with Model Driven Engineering from requirements through code generation\.+ Familiarity with Joint Command and Control Family of Systems \(FoS\)+ Experience with DOD 8500 cybersecurity requirements including Risk Management Framework \(RMF\)+ Ability to influence and work collaboratively across the corporation as well as have proven program / project management capabilities\.+ Ability to lead Integrated Product Teams \(IPT\) and develop relationships with a variety of stakeholders including Government customers, Security Accreditation Authorities, other contractor teams and executive leadership+ Demonstrated success leading complex projects\.+ Excellent verbal and written communications skills along with the ability to build relationships with employees at all levels\.+ Strong analytical skills and unmatched attention to detail with the ability to manage competing priorities\.+ Must be able to travel at least 25%\.+ US Citizenship is required\.+ Must hold at minimum a SECRET clearance; a higher clearance is desirablePreferred Qualifications:
