This position will be located in McLean, VA\.Put your years of knowledge into a future of excellence\. The qualified applicant will join our Northrop Grumman's AWIPS Team\. AWIPS is a system of systems for processing, display, and telecommunications used by the National Weather Services \(NWS\)\. AWIPS ingests and integrates meteorological, hydrological, satellite, radar data, and it processes and distributes the data to Weather Forecast Offices, River Forecast Centers, and National Centers\. Weather forecasters use AWIPS to make weather, water, and climate predictions and to issue advisories, watches, and warnings\.AWIPS is used operationally by NWS forecasters and hydrologists 24 hours a day, 365 days a year\.Roles and Responsibilities:
Provide management of the overall AWIPS Integration and Test \(I&T\) efforts\. All I&T efforts are managed as part of the AWIPS Systems Development Life Cycle \(Systems Engineering, Software Engineering, and Integration and Test\)\.The Integration and Test Manager performs project management, process management, and personnel management functions related to integration and testing activities for all products incorporated into the AWIPS baseline \(hardware, software, documentation\)\. Products may be received from any number of AWIPS activities:
Systems Engineering, Software Engineering, or Product Improvement\.AWIPS Integration and Test team is responsible for all aspects of AWIPS hardware/software integrations, verifification, validation, and preparation of final \(approved\) products for handoff to the Deployment/Release Management Team, including:
- Test planning, procedures, conduct, and reporting, including support for requirement development of new capabilities- Hardware and software integration and testing on AWIPS test beds- Discrepancy Reports \(DRs\) validation testing and regression testing, as necessary- Performance testing, stability testing, and security Integrity testing- Verify and validate hardware FMKs, Software Releases, and documentation packages- Support deployment of new hardware/software baselines and resolution of end\-user's \(e\.g\. local office forecasters\) trouble tickets in coordination with Deployment teamSpecific responsibilities include:
1\) Leads all AWIPS Integration and Test activities and communicates progress to NWS Customer counterpart2\) Reviews Integration and Test plans and maintains consistency and accuracy across the integrated project schedule, milestones and dependencies3\) Manages all aspects of Integration and Test projects from initiation to closure in order to maximize value delivery through successful execution, value\-added accomplishments and lean processes4\) Adheres and contributes to AWIPS management methods, standards, processes, tools and templates to ensure consistency and communication across the program5\) Accountable for Integration and Test team's performance and success in terms of requirements traceability, deliverable quality and timeliness, risk/issue management, schedule and budget6\) Prepares and elaborates project plans, estimates resources and time considering risk, skill sets, dependencies and constraints7\) Directs, monitors and controls project execution, and provides status and visibility to management and stakeholders for all Integration and Test projects8\) Identifies and exploits opportunities to eliminate waste and save resources that enable delivery of value to the Customer that exceeds expectationsBasic Qualifications:
- Bachelors in Science in Computer Science, Information Technology, Information Systems or related field- Minimum 9 years of experience with 5 years of successful technical management in designing, developing, and implementing testing methodologies- Minimum of 7 years of work experience in operational weather services or supporting the National Weather Service \(NWS\)- Must have strong, hands\-on experience with UNIX and/or Linux operating system- Must have strong understanding of program and system/software development life cycle models- Experience in a technical team lead role, including understanding of and training in system test planning- Experience software/hardware testing to include developing and implementing test plans, test procedures, and test reports- Experience in formal system/hardware/software testing of mission critical systems- Experience with software configuration management practices and tools for issue tracking and revision control- Demonstrated ability to multi\-task competing priorities- Work well as both an individual contributor and as part of an integrated team where adherence to project conventions are highly valued- Strong written, verbal and interpersonal communication skills- Possess strong work ethic- U\.S\. citizenship and ability to pass a Government background check is requiredPreferred Qualifications:
- Experience with AWIPS software or other NOAA software projects- Experience with issue tracking and revision control \(specifically Redmine, Git and/or Subversion\)- Experience with testing of Java, C/C , Unix/Linux scripting, XML, SWT software- Experience with testing of Python, SQL/Postgres, Hibernate, J2EE, EJB, Perl, Tcl/Tk, Web Services, Junit, Javascript, Fortran- Familiar with RCP Framework, Eclipse/IDE, JMS/QPID, Camel Spring, Thrift, JAXB- Experience working within Agile development teams- Working knowledge of automated testing and test script development using QF\-Test- Dedicated to delivering strong, customer\-focused performance in a mission\-critical environmentNorthrop Grumman is committed to hiring and retaining a diverse workforce\.
