* Northrop Grumman Information Systems sector is seeking a Manager of Software Engineering to join our team of qualified, diverse individuals\. This position will be located in McLean, VA\.Put your years of knowledge into a future of excellence\. The qualified applicant will join our Northrop Grumman's AWIPS Team\. AWIPS is a system of systems for processing, display, and telecommunications used by the National Weather Services \(NWS\)\. AWIPS ingests and integrates meteorological, hydrological, satellite, radar data, and it processes and distributes the data to Weather Forecast Offices, River Forecast Centers, and National Centers\. Weather forecasters use AWIPS to make weather, water, and climate predictions and to issue advisories, watches, and warnings\.AWIPS is used operationally by NWS forecasters and hydrologists 24 hours a day, 365 days a year\.Roles and Responsibilities:
Provide management of the overall AWIPS Software Development/Maintenance efforts\. All Software Engineering efforts are managed as part of the AWIPS Systems Development Life Cycle \(Systems Engineering, Software Engineering, and Integration and Test\)\. The Software Development/Maintenance Manager performs project management, process management, and personnel management functions related to all software activities\.During the release content planning, the software manager will work closely with NOAA's AWIPS Software Development Manager and the Software Requirement and Evaluation Committee \(SREC\) to identify Discrepancy Reports \(DRs\) and planned Enhancements/Design Change Specifications \(DCSs\) for each release based on NWS established priorities\.AWIPS Software team is responsible for all aspects of the AWIPS Software baseline\. Responsibilities include:
1\) Software release planning and scheduling2\) Maintenance and enhancement of AWIPS software applications3\) Peer reviews, code, unit test, and software documentation4\) Support resolution of end\-user's \(e\.g\. local office forecasters\) trouble tickets in coordination with Deployment team5\) Lead for AWIPS Software Engineering activities and communication of progress to NWS Customer counterpart6\) Review and maintenance of Software Engineering plans, consistency and accuracy across the integrated project schedule, milestones and dependencies7\) Management of all aspects of Software Engineering projects from initiation to closure in order to maximize value delivery through successful execution, value\-added accomplishments and lean processes8\) Adherence and contribution to AWIPS management methods, standards, processes, tools and templates to ensure consistency and communication across the program9\) Accountable for Software Engineering team's performance and success in terms of requirements traceability, deliverable quality and timeliness, risk/issue management, schedule and budget10\) Preparation and elaboration of project plans, estimates resources and time considering risk, skill sets, dependencies and constraints11\) Monitors and controls project execution, and provides status and visibility to management and stakeholders for all Software Engineering projects12\) Identifies and exploits opportunities to eliminate waste and save resources that enable delivery of value to the Customer that exceeds expectationsBasic Qualifications:
- Bachelors in Science in Computer Science, Information Technology, Information Systems or related field- Minimum of 14 years of experience in software development with 7 years of successful technical management- Significant experience in software development of large complex systems, including principles of Object Oriented Programming, software design, development, and testing- Significant experience managing software development efforts in Java, C/C , Unix/Linux scripting, XML, and/or SWT- Familiar with RCP Framework, Eclipse/IDE, JMS/QPID, Camel Spring, Thrift, JAXB- Must have strong, hands\-on experience with UNIX and/or Linux operating system- Familiar with Services Oriented Architectures \(SOA\)- Must be familiar with software configuration management practices and tools- Ability to quickly understand complex technical problems and devise effective technical solutions- Demonstrated ability to multi\-task competing priorities- Work well as both an individual contributor and as part of an integrated team where adherence to project conventions are highly valued- Strong written, verbal and interpersonal communication skills- Possess strong work ethic- U\.S\. citizenship and ability to pass a Government background check is requiredPreferred Qualifications:
- Experience with AWIPS software or other NOAA software projects- Able to convey a strong presence, professional image, and deal confidently with competing priorities- Dedicated to delivering strong, customer\-focused performance in a mission\-critical environment- Experience working within Agile development teams- Experience with issue tracking and revision control \(specifically Redmine, Git and/or Subversion\)- Experience with Gerrit code review- Experience with Python, Postgres, Hibernate, J2EE, EJB, Perl, Tcl/Tk, Web Services, Junit, Javascript, Fortran- Experience with continuous integration \(e\.g\., Jenkins or Hudson\)- Experience managing development of web application software using Java- Experience with SWT/GUI in designing user interfaces- Background in meteorology and/or meteorological systemsNorthrop Grumman is committed to hiring and retaining a diverse workforce\.
