This position is located in Tokyo, Japan and will be open to both US citizens and Japanese citizens\. The candidate will develop and implement in country Japanese sustainment activities\. The candidate will ensure program meets customer/contractual requirements for quality, cost, and schedule, maintaining compliance with regulatory, policy, and country laws and regulations\. Identify risks, develop mitigation plans and monitor progress of actions, utilizing metrics and taking corrective actions as needed\. Support the on time development and delivery of high quality sustainment proposals\. The ideal candidate should be a proven leader and have an understanding of the interactions between various functional departments/disciplines and how their products/processes affect one another\.

* Basic Qualifications:

*
* - Bachelor's Degree with 5 years of related experience\. An additional 4 years of experience may be substituted in lieu of degree\.- Logistics and operations technical background- Ability to speak both English and Japanese fluently \(capable of performing translation duties\)- Ability to read and write English and Japanese with a technical flavor \(capable of technical translation duties\)- Familiar with Japanese culture, traditions, laws,- Familiar with sponsor country program, contracts and capture activities- Good negotiation skills- Ability to develop relationships with both lower level \(tactical/workers\) and senior level \(strategic/planners\)- Ability to obtain and maintain a Secret security clearance with the ability to obtain TS \(if US Citizen\)Proficient in the following:
o Developing and implementing Integrated Master Scheduleso Earned Value Management System \(EVMS\)o Developing Basis of Estimates \(BOEs\)o Developing Rough Order of Magnitude \(ROM\) Estimates- Ability to develop and understand Request for Proposals \(RFPs\), Statement of Work \(SOW\), Contract Data Requirements List \(CDRL\), Technical Assistance Agreement for Export/ITAR Compliance- Excellent communication and coordination skills\.- Able to travel CONUS \(US\) \(25% of the time\)- Skilled at developing and presenting briefings
