Northrop Grumman is currently seeking an experienced Senior Communications Systems Engineer / Site Lead in support of a worldwide enterprise communications program\. This position will be located in Seoul, Korea, with responsibility for theDefense Intelligence Agency Defense Intelligence VSAT Network \(DIVN\) operations in the Republic of Korea \(ROK\) and will:
+ Supervise and administer program control functions for the DIVN Program Management Office including global logistics operations, financial analysis and control, export compliance, foreign military sales, contracting, business development, mission and service requirements management, research and development engineering management, network operations and C4ISR systems integration, and vendor coordination and service contract agreements+ Manage the ROK DIVN operations for the Regional Service Center - Korea \(RSC\-K\)+ Serve as the USFK J2/C2 Intelligence Operations Division Liaison on matters pertaining to:
ROK\-US satellite communications and the transport of coalition networks; cost sharing agreements; and mission readiness and contingency support+ Provide satellite network communications engineering and on\-site support to various intelligence units worldwide+ Provide recommendations to appropriate government officials on project and/or mission specifications requiring satellite communication services+ Perform mission assurance and quality control functions for the program+ Assist in the coordination and execution of contract deliverables - trip reports, weekly reports, monthly operational progress reports, R&D white papers, financial activities review and accounting, and direct/indirect labor cost invoicing+ Manage usage and allocate satellite bandwidth in accordance with applicable user agreements and DIA planning and policy+ Respond to outages as required, troubleshooting data and satellite networks, DAMA controllers, network interfaces, network management systems, routers and switches and communication components+ Integrate, test, deploy, install, maintain and repair remote terminals in austere and hazardous environments+ Monitor the assigned satellite spectrum for interference and unauthorized transmissions, working with satellite operators and service providers to engineer real\-time mitigation and support incident detection and resolution+ Develop requirements and coordinate storage, maintaining a current inventory of equipment location, warranty, and licensing information and ensuring decision makers have all data necessary for effective life\-cycle managementThis position may be designated mission essential\.Basic Qualifications:
+ Bachelors in Science plus 5 years' relevant experience or Associates Degree plus 7 years' experience+ Experience with deployable satellite installations, cabling, troubleshooting, maintenance, and preventative maintenance inspections+ Experience with VSAT certification and decertification+ Experience maintaining and loading cryptographic keys+ Project Management experience including supervising 5\-10 employees+ Quality Control / Quality Management training and/or experience+ US citizenship with Top Secret SCI security clearance+ Ability to obtain and maintain Invited Contractor status under ROK/US Status of Forces Agreement \(SOFA\)+ Ability to work independently+ Ability to travel to high\-risk areas if requiredPreferred Qualifications:
