* The Northrop Grumman Mission Systems Global Supply Chain \(GSC\) Compliance organization is seeking a senior Supply Chain Professional to join the Processes, Practices, and Records team\.The primary responsibilities for the successful candidate will be to serve as one of a small group of Subject Matter Experts who provide advice and counsel internally across the MS Sector GSC organization, as well as externally, regarding the application of regulatory requirements, company policies, and sector level processes, practices, and governance to facilitate the compliant execution of end\-to\-end Supply Chain processes\.Specific roles and responsibilities include:
+ Surge support for leadership and coordination of Command Media development, refinement, update, and communications \(2016 and 2017\); GSC strategy driven, regulatory driven, and business risk driven- Maintain MS GSC Command Media, including facilitate MS GSC Policy Council meetings, Sharepoint Repository, Document Management and Maintenance, and Stakeholder Reviews- Coordination of Company Manual refinement and updates- Conduct/support GSC Stakeholder Reviews for changes to other Function command media+ Day\-to\-day team leadership and project management to locate, extract, and deliver artifacts in support of Internal and External Audits- Forensic Analysis and other Audit Readiness Reviews; ensure artifacts meet the intent of the review- Coordination of data calls across the MS GSC organization; ensure on\-time delivery of information to Auditors- Ensure GSC leadership awareness of necessary corrective action; Produce regular progress reports and monthly metrics- Resolve competing priorities; target key areas to drive process improvements/streamlining/lower risk in accordance with MS GSC Compliance goals and initiatives;promote efficiency and cost reduction/avoidance,address gaps and new requirements- Manage the corrective action process \- identify trends in compliance deficiencies resulting in audit findings; highlight risks, opportunities, and financial impact of failure to locate artifacts, substantiate incurred costs, and defend NG practices; influence command media updates accordinglyManage the GSC Records Management Process - oversee the transition of existing records in various on/offsite storage locations throughout the Sector to approved sector storage ande\-file facilities; lead the effort to get all GSC due diligence files registered in the Sector Records Retention Database; develop/harmonize new procedure\(s\) and the associated implementation plan for the MS Sector \(reconcile differences between 2 heritage sectors\)+ Manage the interface to Internal and Government Customer Audit POCs+ develop strategy, draft and review, and/or present NG responses; coach/lead GSC personnel through the audit experience+ ensure timely response to Auditor requests and Q&A; negotiate deadlines+ reconcile/resolve/negotiate audit findings, facilitate monetary penalty avoidance+ represent GSC in monetary penalty negotiations with prime contract Customers; develop GSC negotiation strategy+ monitor activity forecast and resource needs for just\-in\-time staffing+ SME for Audits and Records Management and related command media \(i\.e\. the specific policies, procedures, work instructions, etc\.\)- Review/approverequests for deviations and waivers- Support Learning & Development initiatives- Support functional self\-assessment routine+ Voice of MS GSC Compliance to promote best practices and process improvement, as well as Audit Readiness- Monitor and respond to MS GSC Policy mailbox; expecting high volume in 2017Manage the interface to Internal and Government Customer Audit POCsdevelop strategy, draft and review, and/or present NG responses; coach/lead GSC personnel through the audit experienceensure timely response to Auditor requests and Q&A; negotiate deadlinesreconcile/resolve/negotiate audit findings, facilitate monetary penalty avoidancerepresent GSC in monetary penalty negotiations with prime contract Customers; develop GSC negotiation strategymonitor activity forecast and resource needs for just\-in\-time staffingSME for Audits and Records Management and related command media \(i\.e\. the specific policies, procedures, work instructions, etc\.\)Review/approverequests for deviations and waiversSupport Learning & Development initiativesSupport functional self\-assessment routineVoice of MS GSC Compliance to promote best practices and process improvement, as well as Audit ReadinessMonitor and respond to MS GSC Policy mailbox; expecting high volume in 2017Basic Qualifications:
To be considered for this position, you must meet the minimal knowledge, skills, and abilities listed below\.+ Bachelor degree and 15 years of work experience in business management, supply chain, procurement, government or related experience; will also consider Masters degree and 13 years of business management, supply chain, procurement, government or related experience\.+ Must possess strong verbal and written communication skills\.Preferred Qualifications:
Candidates with the following desired skills will be given preferential consideration:
+ Masters Degree, or other advance degree \(e\.g\. Law degree\.\)+ Knowledge of U\.S\. government contracting and the Federal Acquisition Regulation \(FAR\)/Defense Federal Acquisitions Regulation Supplement \(DFARS\), with specific working knowledge of Part 44 \(Subcontracting Policies and Procedures\) and Part 31 \(Contract Cost Principles and Procedures\); Cost Accounting Standards \(CAS\); and Defense Contract Audit Agency \(DCAA\) audit procedures+ Excellent leadership and project management skills, including customer relationship management skills; ability to leverage professional relationships+ Strong organization skills, verbal and written communication skills; detail oriented+ Analytical; Evidence of ability to work independently and apply sound judgment to problem solving+ Proven multitasker; ability to juggle multiple deadlines and/or demandsfor attention+ Expertise in Word, Excel\.
