The IC collects and disseminates far more information than its analytic mission can effectively monitor and evaluate. Analysts are often unable to find and evaluate relevant information produced as a result of their own Agencys collection and community information sharing initiatives can serve to compound the problem. The Director of National Intelligence is addressed these issues by the formation of a Catalyst Program to address the extraordinary challenge of analytic information overload through an integrated IC program. One of the items that needs to be address are the engineering requirements for a data center that would support the Catalyst Program and provide the services of common concern.The purpose of this engineering study is to identify and evaluate potential requirements for a data sharing and correlation service, which will be the central element of the Catalyst System. This study should consider all requisite infrastructure necessary for the data center including but not limited to telecommunications cabling system, equipment floor plan, electrical plans, architectural plan, HVAC, security and lighting systems. Given that the technical requirements and design for the Catalyst System have not been completed, this study shall analyze the potential needs/requirements and present a range of options and associated rough order of magnitude costs. Requirements: Key Responsibilities1.Very strong background and experience in analyzing, define, and derive technical and engineering requirements 2.Understanding the key trade-offs for cost and performance in a classified, high availability data center environment3.Demonstrated enterprise systems integration experience 4.Ability to lead a multi-disciplinary team focused on a common mission5.Ability to function well in a rapidly changing environment with little or no direct supervision 6.Proficiency in oral and written communications 7.Must be a independent motivated energetic self-starter 8.Must be able to conduct Senior level decision briefings Education, Skill, and Experience Requirements:Bachelors or Masters degree in Computer Science or related field Proactive, quality-oriented, with demonstrated leadership and team-building skills Significant experience with high availability data center configurations.Skill in efficiently integrating requirements for data centersExperience in trade-off analysis and costing comparisonSignificant knowledge of project management processes Excellent communication, presentation, planning and organizational skills Excellent analytical and problem solving skills Strong skill in collaboration and consensus building Systems Integration experience Deals well with unstructured problems and little guidance Security Clearance Required: Top Secret/ SCI
