PRIMARY FUNCTION(S)
Performs engineering tasks, research, studies and analysis that provide engineering, technical, and managerial direction for problem definition, analysis, requirement development, and implementation for complex systems in the engineering disciplines. These tasks are required to meet technical requirements in support of associated large scale mission critical projects. Makes recommendations and advises on system development, improvements, optimization, or support efforts. Performs risk assessments and analysis employing modeling and simulation techniques.
Engineering disciples include but are not limited to electrical, communications (voice, data, and video), nuclear, radar, mission, environmental, aircraft integration, hardware, industrial, logistics, materials, mechanical, production and manufacturing, and reliability.

Engineer levels are determined by the type and complexity of activities that assigned personnel are required to perform, the degree of supervision available, the degree of responsibility for task or program performance and the level of authority to be exercised over the resources assigned to the program.

RESPONSIBILITIES AND DUTIES
Specific Responsibilities include but are not limited to:
Is capable of performing as an overall project manager or working under a program manager. Is fully knowledgeable in all aspects of the technical areas involved in providing spectrum engineering support as related to the DD Form 1494 Application for Equipment Frequency Allocation, engineering management and related inputs to the acquisition process. Develops detailed spectrum support plans to ensure frequency supportability is in place for systems delivery to the field. Identify the specific information required to support the development of DD Form 1494, for Air Force programs. Performs studies and analyses on projects that involve conventional plans, investigations analyses, etc. Develops and coordinates reports, assessments, and briefings for the program manager and his/her staff as well as:

Reviews submitted DD Form 1494's, Application for Equipment Frequency Allocation, for completeness, correctness and consistency.
Compares requested allocation bands with ITU and US Tables of Frequency Allocations contained in the National Telecommunications and Information Agency (NTIA) Manual of Regulations and Procedures for Federal Radio Frequency Management.
Checks data supplied on DD Form 1494 for validity and logical consistency. Coordinates with program managers and project engineers to ensure verification of data.
Prepares Military Communications-Electronics Board (MCEB) guidance memorandums for signature by the Chairman of the MCEB Equipment Spectrum Guidance Permanent Working Group (ESG PWG).
Submits applications to and coordinates with the NTIA Spectrum Planning Subcommittee to obtain their certification of spectrum support.
Provides spectrum certification training to government and contractor personnel. Prepares reference material, worksheets, and software to be provided to trainee during training sessions. Guides trainees through preparation, verification and validation of a DD Form 1494. Tutors trainees in the use of worksheets and software provided.
